Official description of the call

Bases by which economic aid is regulated and called for to finance the energy expenditure of people and families with limited economic resources in Eskoriatza during the winter months 2023-2024 Article 1. Purpose. The purpose of this call is to establish the regulatory bases for the granting of financial aid intended to finance energy expenditure in the habitual residence of people and families with limited economic resources, corresponding to the supply of electricity, gas, or other fuels, and supported by the beneficiaries who are defined in the fifth base. The eligible expenses will be those corresponding to the consumption of electricity, gas, and other fuels, as well as community expenses when these include heating, during the period between November 1, 2023 and April 30, 2024. The amount of the aid will be for the justified amount of energy expenditure during the months that comprise the eligible period. Article 2. Legal regime. This call is governed by the following regulations: These Rules. The General Ordinance Regulating the Subsidy Granting Regime by the Eskoriatza City Council Law 39/2015 on the Common Administrative Procedure of Public Administrations. General Subsidy Law 38/2003 of November 17 (Official State Gazette 11-18-2003) and the General Subsidy Regulation approved by Royal Decree 887/2006 of July 21. Law 2/2016, of April 7, on Local Institutions of the Basque Country, and specifically article 17 point 25, which regulates local economic and social development and local employment policies or plans as the municipalities' powers. In all aspects not reflected in these regulations, the General Subsidies Law 38/2003 and other laws in force will apply. Article 3. Budget credit. The budget allocation will be a global amount of 10,000 euros, the financing of which will be charged to the 2023 budget application: 0300.480.231.31.01.2023 The total volume of aid to be granted will not exceed the indicated allocation. If the budgetary allocation is not enough to cover the total number of applications eligible for aid, it may proceed, through the credit modification mechanisms provided for in the execution bases of the Municipal Budget, to its timely expansion. The increase in the initial allocation of aid as a result of the increase in budgetary credit will not require new publication of the call for its effectiveness. Article 4. Procedure for granting the subsidy The granting of subsidies subject to this call will be carried out on a free competition and open call basis, so that applicants who meet the requirements indicated in the fifth base and submit their application within the deadline will be able to obtain a subsidy, distributing the credit consigned in this call until the end of the budget allocation. Article 5. Requirements that people must meet. People who, on the date of the application, meet the following requirements may apply for this call: Registration in Eskoriatza for the last 6 months uninterruptedly. Paying directly or indirectly (neighboring community, landlord) the corresponding electricity, gas, or other fuel bills for the habitual residence. This requirement will be accredited in the manner provided for in base 12. Not having sufficient resources with which to face the specific expenses contemplated in base six, considering that there are not enough resources when the following conditions are met: (The income of all the people who live together in the same home will be taken into account) Annual income limit 2023-2024 No. of members of the cohabitation unit Maximum number 1 20,367.36 2 26,153.28 3 or more 28,930.80 Be a cohabitation unit established at least one year prior to the date of submission of the application, with the exception of compliance with said period for the following cases: People who have minors financially in their care.
