RULES AND SPECIFIC CALL FOR AID FROM THE YOUTH DELEGATION FOR ACCESS TO THE PROGRAM NAMED: “ALGECIRAS ACTIVA 2023” STATEMENT OF MOTIVES Young people are one of the sectors whose job stability is most volatile, which is why in all economic crises, they are also one of the most affected. This fact was confirmed during the 2008 crisis. Due to the Covid-19 pandemic, many young people have lost their jobs. The Algeciras City Council must encourage these people to re-enter the labor market as quickly as possible, so that this situation is merely temporary and does not become chronic. Furthermore, youth employment is intrinsically linked to their own emancipation, since one is generally not possible without the other. This objective is of special importance for the Youth Delegation of the Algeciras City Council. In this sense, it has been proven that the development of professional skills is essential for job insertion and reintegration. Therefore, it is necessary to encourage young people to participate in training actions that, taking into account their aspirations for professional promotion and personal development and the needs of companies, equip them for the qualified performance of different professions and for access to employment. Support for youth is the objective of this Call for aid, conceived as a non-periodic financial benefit, directing the subsidy directly to the beneficiary/natural person. Given their importance for access to the labor market, the scholarships will focus on three main blocks: - Vehicle driving licenses. - Official language certificates. - Professional certificates. GENERAL BASES ARTICLE 1.- OBJECT The purpose of this Call is the regulation of financial aid for Algeciras youth, aimed at defraying the expenses derived from obtaining a degree in the aforementioned areas. ARTICLE 2.- REQUIREMENTS OF APPLICANTS 1. Age: 16 to 35 years old, met at the time of application. 2. Be registered in the municipality of Algeciras. 3. The beneficiary must be up to date with their tax obligations in any area and with Social Security. 4. The recipients of the training may participate simultaneously in two or more training actions. However, they will only be able to benefit from one of them, with a preferential order of: - 1st Certificates of professionalism. - 2nd official language certificates. - 3rd Vehicle driving licenses. ARTICLE 3.- DOCUMENTATION TO SUBMIT 3.1.- GENERAL DOCUMENTATION It will be necessary to prove the identity of the applicant by showing the original and a copy of the DNI, NIE or passport and, in the case of representation, provide authorization signed by the applicant. The following documentation must be provided in any case: 1. Application duly completed according to the standard model in Annex I. 2. Form model with bank details, containing the IBAN number, seal of the banking entity and signature of the applicant. Annex II. 3. Declaration Model Responsible for being up to date with their tax obligations and not having pending claims for debts already due with Social Security. The application must be completed in all its sections clearly. The “Family Unit Data” must include all members, including the applicant and, where applicable, his or her spouse or partner with a similar emotional relationship and all blood relatives up to the second degree who live at the same address; indicating name and surname, ID, age, relationship to the applicant. In compliance with Law 39/2015, of October 30, on the Common Administrative Procedure of Public Administrations, it will be presumed that the consultation or obtaining of data is authorized by the interested parties and by other members of the family unit unless they express their express opposition to this Administration carrying out the consultations that are essential for the verification of the data. The Algeciras Activa 2023 Application, Annex I, establishes a box for the applicant to expressly express their non-authorization to the Algeciras City Council to electronically collect the documentation and information required in the scope of the application; In that case, the applicant must apply
