AGREEMENT OF THE LOCAL GOVERNMENT BOARD DATED NOVEMBER 6, 2023 APPROVING THE CALL AND BASES FOR AID TO COMPANIES IN ORDER TO MINIMIZE THE ECONOMIC IMPACT THAT THE CRISIS IS HAVING IN THE CONTEXT OF THE INVASION OF UKRAINE

Official description of the call

First: Purpose The purpose of this call is to minimize the economic impact that the crisis is having for SMEs, micro-SMEs, self-employed people and other groups subject to mutual societies in the context of the invasion of Ukraine by Russia, as an economic injection measure to counteract the effects that SMEs are suffering from the indiscriminate rise in prices, operating costs and interest rates, so as to preserve their continuity once this situation is normalized, providing liquidity to the self-employed and micro-businesses in the municipality of Villena, and thus achieve a reactivation of our economy. Second: Beneficiaries and amount of aid. SMEs, micro-SMEs, self-employed entrepreneurs and other groups subject to mutual societies that meet the requirements of this call will be beneficiaries of a €1,500 subsidy. The beneficiaries of this aid will be those companies in which the average net return of the months for which the aid is to be requested (between July 1, 2022 and June 30, 2023) is equal to or lower than the average of net returns obtained in the same months during the 2021 year. This requirement will be justified to the city council through a responsible declaration that will be included in the application submitted along with the required documentation. To receive this aid, companies must be registered in the Special Regime for Self-Employed Workers or the corresponding Professional Mutual Fund in the case of natural persons, or in the corresponding one in the case of legal entities and in the Census of Taxpayers at the time of filing the application, as well as maintain this status until 3 months after the resolution granting this aid, if applicable. Not be subject to any of the circumstances included in articles 13.2 and 13.3 of Law 38/2003, of November 17, General Subsidies, and in particular, be up to date with the fulfillment of your tax obligations with the State Treasury (AEAT) and with Social Security. Be up to date in the fulfillment of your obligations with the Villena City Council and its dependent entities. This requirement must be met from the date of submission of the application until the date of payment of the subsidy, if applicable. In the case of communities of property, civil societies or other economic entities without legal personality, a representative must be appointed, with sufficient powers to fulfill the obligations that correspond to the group or community of property. Likewise, and in the terms provided in article 11.3 LGS, the group or community of assets may not be dissolved until the limitation period referred to in articles 39 and 65 LGS has expired. Public administrations, their autonomous bodies, public companies and other public entities, as well as associations, foundations and, in general, non-profit entities and self-employed collaborating personnel, are excluded. Third: Deadline for submitting applications The applications, which must be addressed to the Promotion and Development Cabinet of the M.I. Villena City Council, will be presented only electronically through the Electronic Headquarters of the Villena City Council, www.sede.villena.es, select “REACTIVA VILLENA 2023” from the day after the publication of the call in the Official Gazette of the Province of Alicante in two phases.
