ANNOUNCEMENT By Mayor's decree of February 1, 2024, the bases of the call that regulates the Maria Oianguren Prize for the promotion of research projects on the Basque language in Bergara have been approved, so it is being published: Bases of the call that regulates the Maria Oianguren Prize for the promotion of research projects on the Basque language in Bergara INTRODUCTION The City Council of Bergara, in addition to promoting the use of Basque in the municipality, wants to promote research on Basque in Bergara, especially among young researchers. This award is named after Professor María Oianguren in tribute to all the women who have promoted the use of Basque in Bergara. María Oianguren was a teacher (“andereño”) at the first ikastola in Bergara between 1933 and 1936 and her work influenced the creation of the first Basque language classes during the Franco regime. Also previously, Bergara has been a pioneer and, according to many, exemplary in the Basque Country, promoting and channeling research and publications on the people and their language. The Bergara City Council has decided to continue on this path and publish a call every two years to promote research projects and the end of a master's degree in Basque in Bergara. OBJECT 1- OBJECT The research award aims to promote research and master's degree projects on Basque in Bergara. That is, the topic of study will be Basque in Bergara, but it can be approached from any point of view and from any area of knowledge (linguistics, sociolinguistics, history, sociology, anthropology, ethnography, literature, journalism...). In the 2024 call, projects that deal with the social history of Basque in Bergara between 1876 and 1940 will be prioritized, but other topics will be admitted and valued in the call, as long as the topic under study is Basque in Bergara. In particular, the aim is to attract young people and researchers who plan to begin a longer career in university studies on this research topic, so master's thesis projects will be prioritized, in order to support subsequent theses, but other monographic study projects may be presented. In any case, the project must be endorsed by a doctoral university professor, in case the candidate herself is not one. 2- OWNERSHIP OF THE RESEARCH WORK Bergara City Council reserves the right to publish, reproduce and disseminate the research in whole and/or partially (on paper, digitally...) for five years. After this period, the author will have the right to publish their work, mentioning the scholarship they received. The rights recognized by the Consolidated Text of the Intellectual Property Law (approved by Royal Legislative Decree 1/1996, of April 12) to the author over their work will be theirs, with the exception of the rights recognized in favor of the city council in the paragraph preceding this point. 3- APPLICABLE REGULATIONS The following regulations will apply to matters not provided in these bases: Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. Law 38/2003, of November 17, General Subsidies. Royal Decree 887/2006, of July 21, which approves the Regulation of Law 38/2003, of November 17, General Subsidies. Bergara General Subsidies Ordinance. Consolidated Text of the Intellectual Property Law, approved by Royal Legislative Decree 1/1996, of April 12. 4- APPLICANTS The award may be requested by individuals or by work teams formed for this purpose, in which case they must designate a person as a representative. Priority will be given to final master's projects presented by students of university master's degrees. Applicant individuals or teams must meet the following requirements: - Be up to date with their tax and Social Security obligations. -Not have any type of debt outstanding with the Bergara City Council and be up to date with the payment of their fiscal obligations, taxes, rates and public prices. - Not be involved in any of the causes of exclusion for the receipt of subsidies established in sections 2 and 3 of article 13 of Law 38/2003, of November 17, nor in any of the prohibitions.
