Official description of the call

On April 10, 2024, the Local Government Board of the Borges Blanques City Council has agreed to approve the call for the granting of subsidies for the implementation of new commercial and/or business establishments and for the renovation and modernization of existing ones, annual 2024. In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, general subsidies, The extract of the call is published, the full text of which can be consulted in the National Subsidies Database (http://www.pap.minhap.gob.es/bdnstrans). First.- Regulatory bases The specific bases for the granting of subsidies for the implementation of new commercial and/or business establishments and for the renovation and modernization of existing ones were initially approved by the Plenary Session of the City Council on November 30, 2017 and were definitively approved on March 1, 2018. Its full publication can be found in the BOP of Lleida number 27 dated February 7, 2018 and on the website of the City Council. Second.- Purpose This call aims to regulate the procedure for granting subsidies under a non-competitive competition regime, for the implementation of new commercial and business establishments in ground floor premises, as well as for the improvement of existing establishments through their renovation and modernization for the year 2024. Third.- Amount The financial allocation of the call is 20,000.00 euros and will be in charge of budget application 430 47900 of the statement of budget expenses for the year 2024. The amount to be received by the beneficiaries will be a maximum of 5,000.00 euros, which will be distributed according to the following sections: -Tranche 1: up to 5,000.00 euros: 30% -Tranche 2: from the following 5,001.00 to 10,000.00 euros: 40% -Section 3: from the following 10,001.00 euros: 50% The subsidies will be granted until the credit provided for this call is exhausted. Fourth.- Beneficiaries The status of beneficiaries of this subsidy will be the natural and legal persons that make investments for the opening of new commercial and business establishments or for the expansion, interior renovation, improvement of the exterior image, modernization or renovation of their equipment or facilities, during the year 2024. In any case, both the new establishments and those that are subject to renovation will have to be located in ground floor premises. People who have obtained a subsidy for this same line during the previous call cannot be beneficiaries. Fifth.- Deadline for submitting applications The deadline for submitting applications will begin the day following the publication of this call in the BOP of Lleida and will end on October 31, 2024. Sixth.- Bodies competent for instruction and resolution The instruction of the procedure will be carried out by the Municipal Technical Services, which will issue a reasoned report on the assessment and suitability of the works and compliance with the required requirements. In view of the report issued by the Municipal Technical Services, the Local Government Board will decide on the origin of granting the subsidy. Seventh.- Other information a. Eligible expenses The investment expenses and expenses of first establishment and start-up of the activity paid by the applicant will be eligible, as well as the expense of actions to improve, renovate, expand the facilities or equipment and actions to improve the external image of the point of sale or business. In no case will the acquisition of real estate or the amounts paid as VAT be subsidized. In the case of movable property, only those that are directly related to the activity carried out and are taken into account for the calculation of the tax base of the Tax on Constructions, Installations and Works will be subsidized. b. Form and place of submission of applications Applications will be addressed in a standard instance to the Hon.
