Official description of the call

First. Beneficiaries. All natural or legal persons established in a Member State of the European Union who have paid the maritime freight corresponding to the eligible activity, whether they are the shipper, the carrier or the transport operator, may have the status of beneficiaries. Those entities that have previously obtained the status of collaborating entity for said service may not be beneficiaries of a service. Second. Object. The purpose of the Ministerial Order of April 29, 2024 is to approve the third call for the granting of subsidies, under a non-competitive competition regime, of the eco-incentive for the promotion of maritime transport of goods based on demonstrated environmental and socioeconomic merit, measured as a reduction in external costs of the maritime mode compared to the road mode, indirectly contributing to the consolidation, development and improvement of the environmental performance of the aforementioned maritime transport services in compliance with the specific objectives established for measure 5 of investment 4 of the component 6 of the Recovery, Transformation and Resilience Plan, in order to consolidate and increase the modal share of maritime freight transport, promoting the improvement of its environmental performance and the transfer from road to maritime mode with objective sustainability criteria Third. Regulatory bases. The regulatory bases for these subsidies are included in Order TMA/391/2022, of April 26, which approves the regulatory bases for the granting of subsidies in non-competitive competition for the eco-incentive to promote maritime transport of goods based on environmental and socioeconomic merit within the framework of the Recovery, Transformation and Resilience Plan - financed by the European Union - NextGenerationEU, as well as the procedure and call for the selection of collaborating entities. who will participate in its management, published in the Official State Gazette of May 5, 2022, and modified by Order TMA/513/2022, of May 30. Room. Amount. The maximum total amount of subsidies to be granted for the third call will initially be 20,000,000 euros, without prejudice to the possibility of increasing the amount depending on the available credits, without the need for a new call, in accordance with the provisions of article 62.3 of Royal Decree-Law 36/2020, of December 30. The call is approved by the advance processing system charged to the 2025 budget year. In accordance with article 64 of Royal Decree-Law 36/2020, of December 30, advance processing is allowed without available credit, excluding the application of the requirements of article 56 of the Regulation of Law 38/2003, of November 17, General of Subsidies, approved by Royal Decree 887/2006, of July 21, provided that it is proven that the budget modification necessary for the provision of the applicable credit has been requested and the granting of this is subject to the approval of said modification. In the case of this third call, the aforementioned modification to raise the limits for acquiring spending commitments charged to the 2025 financial year was requested on March 25, 2024. Therefore, the granting of aid is subject to the approval of this modification. At the same time, in accordance with Rule 43 of the Accounting Operation Instruction to be followed in the execution of the expenditure of the General Administration of the State, the granting of the subsidy will be subject to the condition precedent of existence of adequate and sufficient credit to finance the obligations derived from the concession in the corresponding year. Fifth. Application submission deadline. The deadline for submitting applications will be from April 1 to June 2, 2025. Sixth. Other information The application must be completed through the electronic headquarters of the Ministry of Transport and Sustainable Mobility using the specific forms and models of established documents, which will be available for download there. The eligible activity will be the international transport of goods by road using eligible units that is carried out totally or partially by sea between ports located in the territory of the States.
