Subsidies to municipalities in the province of Palencia for conservation, repair and improvement works on early childhood and primary education centers.

First.-Beneficiaries All city councils of municipalities in the province of Palencia with a population of less than 20,000 inhabitants in whose municipal area a preschool and primary school in which educational services are provided by the Ministry of Education are located may apply for this aid. Second.- Object The purpose of this call is to grant aid to town councils to carry out repair, conservation and improvement works in early childhood and primary schools in rural areas of the province of Palencia, in which educational services are provided by the Department of Education of the Junta de Castilla y León, establishing a subsidy line of €240,000, co-financed between the Department of Education of the Junta de Castilla y León and the Provincial Council of Palencia, by virtue of the agreement signed between both administrations for this purpose on May 20, 2024. The financing will include everything necessary to carry out the work (drafting of the project, management of the work, security project, etc.) This subsidy is included within the measures to achieve Goal 0.41 "Ensure the quality of primary and secondary education" of the Sustainable Development Goals. Third.- Eligible actions Repair, conservation and improvement works of early childhood and primary schools in rural areas of the province of Palencia in which educational services are provided by the Ministry of Education, executed from June 15, 2024 to September 16, 2025, both inclusive, whose execution budget is greater than €5,000, VAT included. The total budget of the action or actions for which the subsidy is requested may not exceed €30,000, VAT included. If the work exceeds this budget, it may be divided into phases, which must be proposed in the first application, indicating the budget of the phase for which the subsidy is requested, as well as the budgets for each of the phases. A subsidy cannot be requested for a work that was already subsidized in the previous year and that has not been executed. This is also valid for each phase. The works accepted as eligible for subsidies in this call, even though they are part of a larger project, may not receive any other financing from any public or private entity. Fourth.- Amount The total amount of the subsidies amounts to 240,000 euros. The amount of the subsidy will be obtained by proportionally distributing, and provided that it does not exceed 80% of the total expenditure of the activity, the total amount allocated among the applicants based on the points obtained resulting from applying the indicated assessment criteria. Of the amount of said subsidy, 25% will be applied to the year 2024 and 75% to the year 2025. The subsidy may not exceed 80% of the total expense of the accepted activity for which the subsidy is requested, with the city council committing to contribute the remaining amount of the cost. Fifth.- Deadline for submitting applications The deadline for submitting applications will end on August 19, 2024, inclusive. Sixth.- The annexes and other documentation corresponding to this call will be available to interested parties at the electronic headquarters of the Provincial Council of Palencia https://sede.diputaciondepalencia.es
