CÁDIZ CITY COUNCIL INSTITUTE OF PROMOTION, EMPLOYMENT AND TRAINING REGULATORY BASIS AND CALL FOR THE PROGRAM “MORE AND BETTER COMPANIES IN CÁDIZ” FIRST: Beneficiaries For project typology P1-COMPANY PROJECTS IN THE PROCESS OF CREATION AND IMPLEMENTATION. - Companies under incorporation (natural or legal persons regardless of the legal form chosen) or incorporated regardless of their legal form registered in the corresponding company registry according to the legal form and with Prior Registration/Census Registration in the State Tax Administration Agency of no more than 12 months (for the calculation of the maximum 12 months it will be considered from the date of Prior Registration/Census Registration and until the date of submission of the application). For the project typology P2-PROJECTS FOR THE IMPROVEMENT OF BUSINESS COMPETITIVENESS. - Self-employed persons and companies with a workforce of less than 50 workers (natural or legal persons, regardless of their legal form) with more than 12 months of activity (for the calculation of the 12 months of activity, the date of registration of the census in the State Tax Administration Agency and until the date of submission of the application will be considered). Only one application may be submitted per beneficiary. SECOND: Purpose Promote the creation of new companies and the opening of new work centers in the city of Cádiz, prioritizing support for the execution of business projects during their first year, all with the ultimate goal of promoting economic growth, as well as improving the competitiveness of the existing business fabric and stable, quality employment. THIRD: Regulatory bases The Governing Council of the Institute of Development, Employment and Training of the City Council of Cádiz, in a session held on the twenty-fourth day of April of two thousand and twenty-four, at the fourth point two of the agenda, adopted the agreement of approval of the "Regulatory bases and call for the More and Better Companies Program in Cádiz", the text of which is as follows: PROGRAM "MORE AND BETTER COMPANIES IN CADIZ? REGULATORY BASIS AND CALL FOR THE “MORE AND BETTER COMPANIES” PROGRAM BACKGROUND The Institute of Development, Employment and Training of the City Council of Cádiz has among its purposes economic promotion, support for companies and the promotion of employment. To this end, it develops business promotion actions with the aim of encouraging the creation of companies and supporting the consolidation of existing ones, making them more competitive and with greater capacity to generate employment. The business fabric of the city is characterized by the predominance of microenterprises, highlighting that 59.53% of them only have 1 to 2 employees, 27.42% have 3 to 5 employees, and finally 13.04% have 6 to 9 employees. In order to make them more competitive and with greater capacity to generate employment, it is considered of interest to support their creation, growth and maintenance. According to the data extracted by the Employment and Local Development Observatory of the Multiterritorial Information System of Andalusia (SIMA), corresponding to the month of March 2024 (latest data published), the number of companies registered with Social Security in the city amounts to 3,313 companies, which are distributed according to their legal form as follows, 38.79% do so under the legal form of a natural person or self-employed, the 39.90% are Limited Companies, 0.54% Cooperative Companies, 6.61% Public Limited Companies, and 14.16% other legal forms; of which 3,189 (96.26%) do not reach the figure of 50 employees, the distribution by employment segment being the following: Up to 9 employees 2,691 (81.23%), from 10 to 49 employees 498 (15.03%) and 50 and more employees 124 (3.74%). The distribution by sectors is as follows: 90.64% services sector, 5.67% construction, 3.32% industry and finally agriculture with 0.36%. The number of Social Security affiliates in the Self-Employed regime in the month of March 2024 rose to 5,153, with 1,285 (24.94%) being registered in social security with workers and 3,868 (75.06%) lacking workers, that is, these are companies in which the only worker is the businessman/entrepreneur himself. These figures reflect the reality of a scarce business network that is also very small in terms of its size, which is a problem for its growth. That is why a greater density of companies in the city is intended.
