Presidency Resolution 2024/5124 of July 25 approving the Call for subsidies for athletes from the province of Malaga who compete individually or in pairs in official federated non-professional competitions

Official description of the call

ARTICLE 1. REGULATORY BASES. The call for this type of subsidies is included in the Strategic Subsidy Plan 2023-2025, for the 2024 year, approved by the Plenary Session of this Provincial Council in an ordinary session on December 22, 2023, at point 0.1.2, of its agenda, subsequently modified by the Plenary Session, in an ordinary session on April 17, 2024, at point 1.3.1. of its agenda, regarding the subsidy lines to be granted by the Sports Delegation, published in BOPMA number 16 of January 23, 2024, and counting on adequate financing provided for in the current budget, in budget application 2024/1301/3411/48900. The regulatory bases for these subsidies are included in the General Subsidies Ordinance of the Provincial Council of Malaga, which were approved by the Plenary Session, in an ordinary session held on March 20, 2024, at point 0.1.1., and published in BOPMA number 83 dated April 30, 2024. The procedure for granting this line of aid will be competitive competition, and It will begin ex officio through the corresponding call, which will be published in the National Subsidies Database (BDNS) and in the Official Gazette of the Province of Malaga (BOPMA). ARTICLE 2. PURPOSE AND CONDITIONS. These subsidies, under a competitive competition regime, are intended to support competitive sports activity carried out by individual athletes registered in the province of Malaga during the execution period subject to the subsidy and which runs from January 1, 2023 until the date of publication of this call, who compete, individually or in pairs and who have recognized the status of high-level athlete in Andalusia or high performance in Andalusia, by covering the expenses derived from preparation and participation. in official non-professional federated competitions of a national and international nature, held between January 1, 2023 until the date of publication of this call. The granting of these subsidies will be compatible with other public or private subsidies granted for the same purpose, provided that the total amount of aid does not exceed 100% of the cost of the subsidized event. They will be, in any case, incompatible with other subsidies granted by the Provincial Council of Malaga for the same purpose. ARTICLE 3. BENEFICIARIES. Athletes who meet the following requirements may be beneficiaries of this call: a) Not being in any of the circumstances established in article 13.2 and 13.3 of Law 38/2003, of November 17, General Subsidies. b) Comply with the obligations that are generally established in article 14 of Law 38/2003, of November 17, General Subsidies. c) Not having pending justification, once the agreed period has expired, any subsidy granted by the Provincial Council of Malaga. d) Not be a beneficiary of a nominative subsidy provided for in the budget of the Provincial Council of Malaga corresponding to the current year in which the subsidy is requested, or of any other type of financial aid granted by the Provincial Council of Malaga for the same purpose. e) Be a high-level athlete from Andalusia or high performance from Andalusia, recognized as established in Law 5/2016 on sport in Andalusia and in Decree 336/2009, of September 22, which regulates performance sports in Andalusia. f) The beneficiary must have been registered in the Province of Malaga during the date of the execution period to be subsidized, that is, at least from January 1, 2023 until the date of publication of this call. g) Be in possession of the federal license in force, on the date of publication of the call. h) Not be a debtor of obligations derived from the reimbursement of subsidies with the Provincial Council of Malaga, as well as not have pending to justify subsidies granted by this Provincial Council after the deadline. ARTICLE 4. ELIGIBLE EXPENSES. Eligible expenses will be governed by the provisions of article 31 of Law 38/2003, of November 17, General Subsidies. Eligible expenses, for the purposes provided for in this law, are those that undoubtedly respond to the nature of the activity.
