Call for the granting of Pollença Bonds for the promotion and reactivation of local commerce in the municipality of Pollença

Official description of the call

1. OBJECT AND PURPOSE The object and purpose of this call is to regulate the procedure and conditions for the granting of BONS POLLENÇA subsidies. The objective is to launch a shopping coupon campaign for citizens over 16 years of age residing in the municipality of Pollença, with the aim of being able to use them in companies in the municipality that have had an establishment open to the public, at least one of the months, between the dates of November 1, 2023 and February 29, 2024. Ultimately, the aim is to promote the local economic development of the municipality of Pollença, in accordance with the powers attributed to the art. 29.1.t) of Law 20/2006, of December 15, municipal and local regime of the Balearic Islands, in order to increase the productivity and competitiveness of businesses. 2. AMOUNT The amount of €30,000 is allocated, charged to budget application 431/48939 of the current municipal budget of the Pollença City Council for the year 2024. 3. BENEFICIARIES AND REQUIREMENTS Direct beneficiaries of this aid may be natural persons registered as self-employed, businesses, small businesses regardless of their legal form, validly constituted at the time. of submission of the application, which meet the requirements determined in section 6.1 of the regulatory bases. Likewise, indirect beneficiaries will be natural persons, aged sixteen and over, registered in the municipality of Pollneça until the day before the publication of this call in the BOIB, who access the bonuses in the establishments participating in the program through the platform https://bonspollenca.com. 4. ELIGIBLE ACTIONS AND AMOUNT OF AID The purchase of goods or services in commercial establishments participating in the campaign will be subsidized through a single type of purchase voucher available in the stores themselves. Each of these vouchers will be considered a purchase voucher worth 15 euros on a minimum purchase of 30 euros at participating establishments. The total amount of the purchase vouchers issued will be distributed equally among the number of establishments that join the program. Thus, the number of vouchers corresponding to each participating establishment will be linear and will be established by the relationship between the number of vouchers issued and the final number of establishments participating in the program. Pollença City Council will not be responsible for access to bonds in excess of the total number of bonds issued. 5. OPERATION OF THE PURCHASE BOND SYSTEM The entire adhesion and formalization procedures and the entire operation of issuing, obtaining, applying, exchange, compensation and verification of the purchase vouchers will be managed through the technological platform https://bonspollenca.com/ to ensure correct operation of the campaign. Each participating business has a unique username and password that allows access to the platform to carry out the management procedures, which are: a) Check the available bonuses with a specific and unique number associated with the participating entity. b) Obtain the voucher to offer it to clientele that meets the requirements established in section 4 of this call. c) Information regarding the bonuses used and pending during the validity of the campaign. d) The formalization of the vouchers used and their justification, according to the provisions of section 12 of the rules. The vouchers will be distributed equally among each of the establishments participating in the call, so that all will have the same number of vouchers. Each registered person over the age of sixteen can obtain a maximum of two vouchers worth 15 euros each for consuming in any of the establishments in the municipality of Pollença participating in the campaign, until the amount approved to cover this subsidy is exhausted. In order to benefit from the non-divisible purchase vouchers of 15 euros each, the user must make a minimum purchase of 30 euros at the chosen establishment. The two bonuses can be exchanged in the same or different business. The purchase vouchers must be consumed during the duration of the campaign, from November 1 to November 30, 2024. Only sales made within the period in which it is active can be subsidized.
