CALL FOR UNION COLLECTIVE NEGOTIATION TRAINING PLANS - NCS 2024

Official description of the call

BDNS: In accordance with the provisions of articles 17.3.b) and 20.8.a) of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database and on the website www.comunidad.madrid Primero. – Purpose This order aims to call for subsidies for the financing of training plans aimed at training for the development of functions related to social dialogue and collective bargaining within the Community of Madrid for the year 2024. Second. - Beneficiaries Trade union organizations that are legitimized for sectoral collective bargaining in a specific geographical and functional area that does not exceed the limits of the Community of Madrid may be beneficiaries of this line of aid, in accordance with the provisions of section 2 of article 87 of the consolidated text of the Law on the Workers' Statute, approved by Royal Legislative Decree 2/2015, of October 23, as well as foundations or other entities. constituted by those to achieve these purposes. Third. - Regulatory bases The regulatory bases of these subsidies are established by the Order of November 15, 2019, of the Ministry of Economy, Employment and Competitiveness, which approves general provisions for the granting of subsidies for the financing of training plans aimed at the training of social agents for the development of functions related to social dialogue and collective bargaining in the Community of Madrid, published in the Official Gazette of the Community of Madrid number 277 of Thursday, November 21, 2019. 2 Fourth. - Amount For the financing of this call in the line of training aimed at financing training plans that only include training activities aimed at training for the development of functions related to collective bargaining, promoted by union organizations within the Community of Madrid for the year 2024, an expense of €162,500 will be allocated. This expense will be charged to subconcept 48006 "Political and Trade Union Institutions", of the budget program 241A Training for Employment, of the General Budgets of the Community of Madrid for 2024. The expense will be conditional on the existence of adequate and sufficient credit at the time of the acquisition of the expenditure commitment. Fifth. - Deadline for submitting applications The deadline for submitting applications will be 15 business days from the day following the publication of the extract of this call in the Official Gazette of the Community of Madrid, through the National Subsidies Database, which will publish the full text of the call in the National Subsidies Advertising System. Sixth. - Other information Once the granting resolution has been issued, an advance payment of 25 percent of the subsidy awarded will be made, ex officio, by bank transfer to the current account communicated by the beneficiary entity and of which it is the owner. At the request of the beneficiary entity, a second additional advance of 35 percent will be paid once the start of the training activity has been accredited. In relation to these first two advances, the beneficiary entities will be exempt from establishing guarantees. Finally, at the request of the beneficiary entity and after establishing a guarantee, a third advance payment will be made for the amount of the remaining 40 percent of the subsidy, once the execution of at least 50 percent of the training plan subject to subsidy has been accredited. Execution of at least 50 percent of the training plan will be considered when at least 50 percent of the training hours planned in the entire training plan have been given.
