ANNOUNCEMENT Mr. Salvador Hernández Hernández, in his capacity as Mayor-President of the Hon. Carboneras City Council (Almería), informs you that, by agreement of the LOCAL GOVERNMENT BOARD, dated October 25, 2024, the following bases and call have been approved: REGULATORY RULES OF THE CALL FOR GRANTS OF THE 5TH EDITION OF THE AWARDS FOR THE TWO BEST ACADEMIC RECORDS OF THE 2ND HIGH SCHOOL SCHOOL YEAR 2023/2024 1.- PURPOSE. The purpose of these rules is to govern the call for the granting, on a competitive basis, of the awards to the two best Baccalaureate academic records in the Municipality of Carboneras for the 2023/2024 school year. 2.- BENEFICIARIES. All students registered in Carboneras on December 31, 2023 and who are studying 2nd year of high school at the I.E.S. may apply to be beneficiaries of this subsidy. Juan Goytisolo located in the municipality of Carboneras. 3.- DEADLINE FOR SUBMISSION OF APPLICATIONS. The deadline for submitting applications to participate in the call is 5 business days from the day following the publication of these rules in the Official Gazette of the province of Almería and the bulletin board of the electronic headquarters of the City Council. 4.- DOCUMENTATION TO PRESENT. 1. People interested in participating must submit the application to the General Entry Registry of the City Council or through one of the forms provided for in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. 2. The documentation and/or data that must accompany the application will be the following: A. Certificate signed by the secretary of the institute or educational center, where the applicant's academic record is kept and with the seal of the center, showing the grades of the last year and the arithmetic average of the two courses. B. Certificate of bank details in the name of the applicant. The bank account must include the person requesting the prize as the owner or authorized person. C. Photocopy of DNI/NIE of the applicant. D. Responsible declaration from the applicant that they are up to date with their tax obligations with the state and regional administrations and the Carboneras City Council, as well as being up to date with compliance with their obligations to Social Security. If this document is not provided, the corresponding certificates must be provided. 5.- APPLICABLE LEGISLATION AND PROCEDURE FOR GRANTING THE GRANT. 5ª.1 Legislation. The following legislation will apply: - Law 38/2003, of December 17, General Subsidies, and the General Regulation of Subsidies, developing it, approved by Royal Decree 887/2006, of July 21. - Law 39/2015, of October 1, on Common Administrative Procedure of Public Administrations. - Law 40/2015, of October 1, on the Legal Regime of the Public Sector. - Law 7/1985, of April 2, Regulating the Regulatory Bases of the Local Regime. - Basis of execution of the current budget of the Excmo. Carboneras City Council. 5ª.2 Procedure. The procedure for granting this subsidy will be on a competitive basis. Competitive competition is considered the procedure by which the granting of subsidies is carried out based on the comparison of the applications submitted, in order to establish a relationship between them in accordance with the evaluation criteria previously established in the regulatory bases, and grant it to those who have obtained the highest evaluation in application of the criteria. Throughout the process, the principles of publicity, transparency, competition, objectivity, non-discrimination, effectiveness and efficiency will govern. 5ª.3. Start. The award procedure begins by submitting an application in which the award or scholarship is requested. 5ª.4 Instruction. If the application or documentation is incorrect or incomplete, the City Council will require its correction within three business days. After this period has elapsed without the applicant having complied with the requirement, their request will be considered withdrawn.
