Official description of the call

The aid in this call is covered by Commission Regulation (EU) 2023/2831, of December 13, 2023, relating to the application of articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid, published in OJEU no. 2831, of December 15, 2023 (OJUE-L-2023-81820) First. Beneficiaries: Small and medium-sized companies (SMEs) established (registered in IAE or registered in the special regime for self-employed workers or mutual society) with at least 12 months prior to the publication of the corresponding call, that have their tax domicile in Melilla and that improve and/or modernize the premises open to the public will be beneficiaries of this type of aid. SMEs are understood to be companies that meet the following requirements: a) That employ less than 250 people. b) That its annual business volume does not exceed 50 million euros or whose annual balance sheet does not exceed 43 million euros. c) That the calculation of staff and limits in the case of associated or linked companies be carried out as provided in sections 2 and 3 of article 6 of the Annex to the Commission's recommendation of May 6, 2003. Individuals, entrepreneurs, who carry out the projects, activities or behaviors included in this call and who meet the requirements established for SMEs in this point may also be eligible for the status of beneficiaries. The beneficiary companies/entrepreneurs must have premises open to the public in the territorial scope of application defined in the Regulatory Bases. The requirements that investment projects and companies must meet will be the following: a) They must have technical, economic and financial viability. b) That the companies have their tax domicile in the Autonomous City of Melilla. c) That companies are up to date with their Tax and Social Security obligations. d) They must have premises open to the public with all the licenses and authorizations necessary to carry out the activity. e) They must be new material fixed assets, as the works must involve an improvement in the quality of the service or an increase in the value of the company. f) The execution by the beneficiary of the investment project must take place from January 1 of the year of the call, and the deadline for completion of the justification. g) The maximum eligible investment will be 14,000.00 euros for all the chapters and requirements established in article 8 of the regulatory bases. The investments that are the subject of this application must be directly related to the beneficiary's workplace or the management carried out, even if it is not located within the business premises. Investments may only be submitted for the amount established as the limit in the investment project in these bases and in the corresponding call. If this limit is exceeded, where possible, the applicant must indicate which investments it considers eligible for subsidy, the rest will be excluded. If this is not indicated, the investments will be taken starting with chapter a) and so on until completing the amount of the limit established for the investment project. Mobile phones, tablets, as well as any portable device susceptible to private use are excluded. Notwithstanding the above, they may be subsidized as long as they comply with the following: 3.a. - That they include specific software related to the project activity. 3.b. - That they are coupled with the investments presented therein, or that they are complementary to the investments already existing in the company, 3.c. -That it fulfills a function within the company's production process. These extremes must be specified in detail in the project report. If the above is not met, eligible investments will not be considered. In the case of investments in civil works, renovation or conditioning of premises, electrical installations, air conditioning, lighting, etc., expenses for materials that are not accompanied by the corresponding construction, installation or assembly labor will not be eligible for subsidies, and vice versa.
