CALL FOR THE GRANTING OF GRANTS FOR REHABILITATION ACTIONS AT THE NEIGHBORHOOD LEVEL IN BUILDINGS FOR PREDOMINANT RESIDENTIAL USE LOCATED IN THE RESIDENTIAL ENVIRONMENT OF PROGRAMMED REHABILITATION OF SORIA “SAN PEDRO-ENTORNO DEL CARMEN

Official description of the call

First.- Beneficiaries: The communities of owners and groups of communities of owners established in accordance with Law 49/1960, of July 21, on horizontal property, as well as the sole owners, as the ultimate recipients of the aid, will be beneficiaries of the subsidy in accordance with the provisions of article 13 of Royal Decree 853/2021, of October 5. Second.- Purpose: The purpose of these bases is to establish the legal regime and initiate the procedure for the granting of subsidies under a non-competitive competition regime, intended to finance the carrying out of rehabilitation works in buildings with predominantly residential use within the Programmed Rehabilitation Residential Environment of Soria “San Pedro-Entorno del Carmen”. Third.- Regulatory Bases: The regulatory bases for the subsidies constitute Royal Decree 853/2021, of October 5, which regulates the aid programs in terms of residential rehabilitation and social housing of the Recovery, Transformation and Resilience Plan, published in the Official State Gazette number 239, of October 6, 2021. The call for subsidies that is based on these bases has been approved by Agreement of the Board of Local Government of the Soria City Council of February 21, 2025, rectified by Agreement of the same body of March 21, 2025 and modified by Agreement of the referenced body of December 5, 2025 and Agreement of April 24, 2026 and are published on the municipal website of the Soria City Council (https://www.soria.es/es/ciudad/entorno-residencial-de-rehabilitacion-programada-san-pedro-entorno-del-carmen). Fourth.- Amount: Maximum total budget of the call: €5,449,948.05. The maximum total amount initially set may be increased within the available credits, without the need for a new call, in accordance with the provisions of article 62.3 of Royal Decree-Law 36/2020, of December 30. Maximum amount per home: depending on the energy savings achieved with the action, subsidies can cover between 45% and 95% of eligible costs. The maximum amounts of aid will range from €10,048.89 to €25,297.78 per home. When actions of economic vulnerability are identified in the owners or usufructuaries of the homes, additional aid may be granted that may reach up to 100% of the eligible costs. In this case, the maximum amounts of additional aid will range from €5,350 to €12,150. In those cases in which elements containing asbestos must be removed, the maximum amount of aid may be increased to a maximum of €1,000 per home or €12,000 per building undergoing rehabilitation, whichever is higher. Fifth.- Deadline for applications: The deadline for submitting applications will begin on the day following the publication of the first extract of the call in the Official Gazette of the Province of Soria (which happened on March 14, 2025) and will end on December 31, 2026, unless the available funds have been previously exhausted, which will be announced in the Official Gazette of the Province of Soria and on the website of the City Council of Soria. Soria. This period may be extended by agreement of the Local Government Board, which will also be published in the Official Gazette of the Province of Soria and on the Soria City Council website. Sixth.- Deadline for execution of the actions: The actions subject to financing must be completed before July 31, 2027. A completed action is understood to be one that is materially executed in accordance with the approved project or report and accredited by a final work certificate signed by the competent technician and endorsed by the corresponding Official College. Seventh.- Other data: The territorial scope of the Programmed Rehabilitation Residential Environment that is the object of aid is defined in Order MAV/1178/2023, of October 6, which declares the programmed rehabilitation residential environment called "San Pedro-Entorno del Carmen".
