Official description of the call

TOLOSA CITY COUNCIL Regulatory bases for the granting of subsidies in educational matters. Definition of the purpose of the subsidy The purpose of these rules is to regulate the granting of subsidies, on a competitive basis, to schools and family associations in Tolosa, to carry out extracurricular/extracurricular programs and conciliation programs to make care and work compatible. Integration in the Strategic Subsidies Plan This line of subsidies is included in the Strategic Subsidies Plan of the Tolosa City Council 2023-2025, approved by the Plenary Session of the City Council in a session held on December 15, 2022 (BOG no. 21 of February 1, 2023). Beneficiary entities The following may obtain the status of beneficiary entity (hereinafter beneficiary): Centers with headquarters in Tolosa, which provide Early Childhood Education, Primary Education and Compulsory Secondary Education. Non-profit family associations of Tolosa that carry out activities of educational interest, legally constituted and registered in the corresponding registries, with the necessary NIF and that carry out their activity mainly in the municipality of Tolosa. Requirements that beneficiary entities must meet to obtain subsidies The general requirements that beneficiary entities must meet are the following: Be up to date with their tax and Social Security obligations. Not maintain debts or tax penalties in the executive period with the Tolosa City Council, unless they are postponed, divided or whose execution is suspended. Not being in any of the cases indicated in article 13 of Law 38/2003, General Subsidies. Not be subject to a firm administrative, labor or criminal sanction for having violated the right to equality and non-discrimination on the basis of sex during the period imposed in the corresponding sanction, or not to be subject to any prohibition established in Legislative Decree 1/2023, of March 16, which approves the consolidated text of the Law for the Equality of Women and Men and Lives Free of Sexist Violence against Women, or in any other cause stipulated in the applicable regulations. It will be an essential requirement that all documentation, advertising, images or materials must use non-sexist use of language, avoid any discriminatory image of women or sexist stereotypes and promote an image with values ​​of equality, balanced presence, diversity, co-responsibility, and plurality of gender roles and identities. Not carry out activities that involve discrimination based on sex or multiple discrimination factors, of women or groups of women, when other factors exist that may give rise to situations of discrimination, such as race, color, ethnic origin, language, religion, political or other opinion, belonging to a national minority, heritage, place of birth, disability, age, sexual orientation, gender identity, gender expression, the immigration process, refugee status, culture, rural origin, situation of social exclusion, seropositive status, single-parent family, family configuration or any other personal, social or administrative condition or circumstance. The specific requirements to be met by the beneficiaries are the following: In the case of legal entities, the subsidized activity must have a place within its social object or purposes. In the case of Associations, they must be registered in the Registry of Associations. 5. Concession procedure The concession procedure will be competitive, through a call and a single selective procedure. The procedure will be initiated ex officio through a public call, approved by the competent body and published in the National Subsidies Base, as well as in the Official Gazette of Gipuzkoa. Through this procedure, the granting of subsidies is carried out by evaluating the applications presented in accordance with the criteria established in art. 13 of these bases.
