AID PROTECTION MEASURES DAMAGES BY IBERIAN WOLF POPULATIONS. MINIMIS.2025

BDNS (identification code): ---- In accordance with the provisions of articles 17.3.b) and 20.8.a) of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Database of Subsidies and Public Aid (http://www.pap.minhap.gob.es/bdnstrans) and in the website of the Community of Madrid (http://www.madrid.org). First Beneficiaries 1. The owners of livestock farms of animals of the bovine, ovine, caprine and/or equine species, under an extensive regime, that are located within the municipalities of the Community of Madrid included in Annex I of this order, may be beneficiaries of this aid, as a significant risk of attacks by Iberian wolves has been confirmed. For the purposes of this order, extensive livestock exploitation is understood to be that which complies with the provisions of Article 2 of Law 17/1999, of April 29, on the use of pastures and stubble for the protection of extensive livestock farming. 2. The beneficiaries may be natural persons, private legal entities, or entities without legal personality provided for in section 3 of article 11 of Law 38/2003, of November 17, General Subsidies. In the case of groups of private natural or legal persons, without personality, the execution commitments assumed by each member of the group must be expressly stated, both in the application and in the granting resolution, as well as the amount of subsidy to be applied by each of them, who will also be considered beneficiaries. In any case, a representative or sole representative of the group must be appointed, with sufficient powers to fulfill the obligations that, as beneficiary, correspond to the group. The group may not be dissolved until the limitation period provided for in articles 39 and 65 of Law 38/2003, of November 17, has elapsed. 3. Natural or legal persons in whom any of the circumstances included in sections 2, 3 and 3 bis of article 13 of Law 38/2003, of November 17, mentioned above, may not obtain the status of beneficiaries. Neither may the Administration of the Community of Madrid or the General Administration of the State, nor the public entities or commercial companies dependent on them. Second Object and purpose The object of this line of subsidies is to approve the call for 2025 for aid to promote the adoption of protection measures to limit possible damage coming from the Iberian wolf (Canis lupus signatus) populations existing in the Community of Madrid. The aid seeks to carry out preventive actions in order to avoid or limit possible damage to extensive livestock farming on farms located in any of the areas of the territory of the Community of Madrid listed in Annex I, against possible attacks coming from the populations of said species. Third Regulatory bases Order 172/2024, of January 18, 2024, of the Ministry of Environment, Agriculture and Interior (Official Gazette of the Community of Madrid No. 25, of January 30), establishes the regulatory bases for aid to promote the adoption of protection measures to limit possible damage coming from the existing wolf populations in the Community of Madrid. Fourth Eligible expenses and eligible period 1. Eligible expenses will be considered those that, without a doubt, are related to the preventive actions that are the object of the aid, serve the object and purpose of this order, which is to promote the implementation of actions to prevent or limit possible damage caused by wolf populations on extensive livestock activity; have been contracted during the eligible period; and have been effectively paid prior to the end of the justification period. Expenses must in all cases be subject to market prices. 2. The following will be eligible expenses: a) Installation of new fixed fences, or arrangement of existing ones, whose purpose is to improve the security of livestock corrals and sheepfolds, making their interior inaccessible to intrusions by the Iberian wolf. The maximum amount for this concept will be 4,000 euros
