Call for the granting of subsidies to consumer and user associations for the training, education and defense of consumers and users for the year 2025

Official description of the call

FIRST - OBJECT. This call regulates the granting of subsidies by the Ministry of Health and Social Services to Associations, Cooperatives and Federations of Consumer and User Associations that program information, education and defense activities for the rights and interests of consumers and users during the year 2025. The management of these subsidies will be carried out under a regime of publicity, objectivity and competitive participation, transparency and equality and in compliance with the provisions of the corresponding REGULATORY BASES OF THE GRANTING SUBSIDIES FOR THE TRAINING, EDUCATION AND DEFENSE OF CONSUMERS AND USERS (Official Gazette of the City of Ceuta No. 85 Extraordinary of December 27, 2024) and other applicable regulations. SECOND - BENEFICIARIES. Associations, cooperatives and federations of consumer and user associations constituted in accordance with current legislation and endowed with legal personality that meet the following requirements may apply for subsidies regulated in these bases, provided that their scope of action is limited to the Autonomous City of Ceuta: a) Be registered in the Public Registry of Consumer and User Associations of the City or have requested it prior to the publication of this resolution. b) Not be subject to any of the circumstances provided for in article 27 of Royal Decree Law 1/2007, of November 16. c) Lack of profit motive. d) Have an internal structure and a democratic operating regime. e) Develop your activity in the Autonomous City of Ceuta. Sections a), c), d) and e) will be verified by the instructing body by reviewing the documentation that appears in the Registry of Consumer Associations of the City of Ceuta. With the application, a completed declaration of responsibility will be submitted stating that the association is not subject to any of the circumstances provided for in section b) according to Annex 04. THIRD - PURPOSE. The subsidies will be aimed at: a) Operation of information offices for consumers and users, whose subjective scope of activity includes all potential consumers and users, regardless of whether or not they hold the status of associates. This office will provide information, education and advice on consumer and user defense. In this section, expenses related to: Leases of the organization's headquarters will be financed exclusively. Supply of electricity, water and landline telephone lines to the organization's headquarters. Community expenses of the organization's headquarters. Expenses for maintaining and updating the contents of the organization's website, as long as they are accessible to all consumers and users and not only to members. Various office supplies (paper, pens, ink cartridges,...) or other necessary for the development of the activity. Brochures, books and periodical publications, as well as advertisements in the media to disseminate the rights and duties of consumers and users and dissemination of the consumer associations themselves. Fees of the people who participate in the activity. b) Expenses arising from the advice and management of claims by technical and legal personnel specialized in consumer matters. This section will finance exclusively the fees received by the aforementioned personnel. c) Training activities aimed at promoting and improving the knowledge of consumers and users in matters of consumption, especially in matters of telephony, transport, insurance, banking services, water and electricity supply. This section will finance exclusively the expenses related to: The fees of the people who participate in the development of the activity. The acquisition or rental of the material necessary for its realization. FOURTH - FINANCING. The subsidies to be granted for a maximum of 15,000 euros will be financed from budget item 48000 4310 006 Consumption Agreements and Subsidies, to which the aforementioned amount of 15,000 euros is assigned in the budgets of the City of Ceuta for the year 2025. The amount of the subsidies may in no case be of such an amount that, alone or in conjunction with other subsidies, aid, income or resources, exceeds
