Official description of the call

1. Regulatory bases: The Bases that regulate this call are those approved by the Municipal Plenary on April 28, 2022 and published in the Official Gazette of Bizkaia number 92 on May 16, 2022, with correction of errors in the Official Gazette of Bizkaia number 97, on May 23, 2022. It will apply to everything that did not exist. been contemplated in this call, Law 38/2003 of November 17, General Subsidies and its Regulation approved by RD 887/2006 of July 21, as well as other applicable regulations. 2. Purpose: The purpose of this call is to grant, on a competitive basis, subsidies to sociocultural entities and non-profit regional houses of the municipality of Portugalete, for the execution of specific programs of a cultural nature to be developed in Portugalete, aimed at the general public and that complement the municipal cultural offer. 3. Eligible activities and exclusions: cultural dissemination and socio-cultural revitalization activities in the fields of music, folklore, theater, literature, plastic and audiovisual arts will be eligible, understood as exhibitions, theater performances, festivals, contests, concerts, talks and conferences, cultural weeks, the edition of graphic and sound material generated by the entity's own activity when its dissemination is not carried out exclusively among its members. partners. The following will not be subject to subsidy: Educational programs. Annual cultural programs. Excursions and activities aimed exclusively at members. Artistic production activities. Projects to be carried out outside the municipality of Portugalete. Activities carried out in private spaces and without free access to the public. Programs promoted by gastronomic, social, youth, sports entities, AMPAS and educational centers. As well as actions that undermine the different municipal plans approved by the City Council. Without prejudice to the possible presentation of various projects by each applicant entity, only a maximum of three projects per beneficiary entity may be subsidized, which must be perfectly defined and budgeted independently. 4. Requirements of the beneficiary entities: Associations and sociocultural entities and regional houses with their main registered office in Portugalete, non-profit, that work in the field of culture, that are registered in the General Registry of Associations of the Basque Government and that, in addition to meeting the requirements indicated in article 13 of Law 38/2003, General of Subsidies, meet the following, may benefit from these subsidies: Reflect in their statutes that among their purposes is the realization, promotion or dissemination of cultural activities. Be up to date in compliance with your tax and Social Security and tax obligations with the Portugalete City Council. Have duly justified the municipal subsidies that you may have previously obtained unless your justification period has not expired. Entities in the educational field, gastronomic, social, youth, sports, AMPAS and educational centers, nor those entities that receive other financial aid from the Portugalete City Council for the same concept, will not be eligible for this subsidy. The registration and statutes will be consulted ex officio in the General Registry of Associations of the Basque Government. 5. Place and deadline for submitting applications: The deadline for submitting applications will be one month from the day following the publication of this call in the Official Gazette of Bizkaia. Applications will be submitted to the General Electronic Registry of the Portugalete City Council, or by any of the means provided for in Law 39/2015 on the Common Administrative Procedure of Public Administrations. 6. Budget credit: The amount allocated to this call amounts to fifty-five thousand euros, 55,000.00 euros, in budget item 08.3340.48101 of this year. 7.
