Official description of the call
First. Beneficiaries. All Municipalities and Minor Local Entities in the province of Alicante with a population of less than 5,000 inhabitants may be beneficiaries of these subsidies for the subsidies corresponding to LINE A, and others with a population of up to 20,000 inhabitants for the subsidies corresponding to LINES B and C. Second. Object. The purpose of this call is to encourage the carrying out of actions defined along the lines detailed below, on municipally owned roads, in the exercise of the powers indicated in arts. 25 and 26 of Law 7/1985, of April 2, Regulating the Bases of Local Regime. For the purposes of the call, it will be understood that they are <> those of municipal ownership, not classified as a road or urban area, which, starting on a road or in an urban center, end without discontinuity in another communication route or urban center and have a continuous layout with an initial kilometer point and an end kilometer point. The purpose of this call is to satisfy the needs of the inhabitants of the municipality and collaborate in economic and technical assistance and cooperation with Local Entities. The subsidies that are intended to finance the expenses are included in the three subsidy lines contemplated in the call, called LINE A, LINE B and LINE C, in the following terms: LINE A) ACTIONS OF CURRENT EXPENSES ON ROADS. Along these lines, the eligible actions are those defined in art. 232.1.b) and c) of Law 9/2017, of November 8, on Public Sector Contracts (hereinafter LCSP) in the field of municipally owned roads and in the exercise of the powers indicated in arts. 25 and 26 of Law 7/1985, of April 2, Regulating the Bases of Local Regime. Within these actions, three sublines are defined in which potential beneficiaries may make their requests: LINE A.1 Simple repairs and patchwork. LINE A.2 Clearing. The actions to be included will be carried out with mechanical means. LINE A.3 Opening of roads closed due to meteorological incidents. In this line, the minimum actions will be carried out for the strict restoration of the viability of roads, agricultural and inter-urban roads of municipal ownership, cut off or impassable as a result of dragging, landslides, erosion due to rain, and some small repair work may be carried out that is essential for said opening. All expenses incurred within these lines must be allocated to a current expense chapter within the economic classification of the expense statement of the general budget of the local corporation. LINE B) INVESTMENT WORKS AND ACTIONS IN ROADS. In this line, expenses related to the execution of works on municipally owned roads and highways that are not on urban land, classified as establishment, reform or major repair, may be subject to subsidy, including actions such as road reinforcement, paving, improvement of road safety, improvement of drainage, establishment of pedestrian infrastructure, provision of lighting or any other that involves an improvement in the characteristics of the referred municipal road or road. Apart from the expenses involved in the execution of the works, the Provincial Council may subsidize up to a maximum, charged to this call, the expenses derived from the following actions: a) The drafting or adaptation of the selected projects, along with the rest of the expenses inherent to the design (such as topography, geotechnics, environmental impact, safety and health), which the provincial technical services deem necessary to carry out, for the proper processing of the file. b) The costs of construction management assistance and health and safety coordination that, due to the technical services, are deemed necessary to carry out the proper execution of the works. All expenses incurred, both for the work and those derived from project drafting, construction management and health and safety coordination, must be allocated to an investment expense chapter within the economic classification of the state of expenses of the general budget of the local corporation. - LINE C) INVESTMENT ACTIONS FOR THE ACQUISITION OF ELEMENTS TO IMPROVE ROAD SAFETY IN CA
