Official description of the call

1. - Object. On December 21, 2023, the Strategic Subsidy Plan 2024-2027 of the Eskoriatza City Council was approved. In this plan, strategic line number 8 is the promotion of the rural area. Action B of this line is for non-municipal water supply systems in rural areas. The object of these rules is the regulation of the procedure for the granting, under an individualized evaluation regime, of subsidies intended for the financing of repair or maintenance works of non-municipal water supply systems existing in the rural areas of the municipality. The repair or maintenance works subject to subsidy must refer to collective supply systems (general network) executed. Exceptionally, those repair or maintenance works carried out on individual systems may be subsidized as long as it is proven with a prior report from the municipal technical services that connection to the general network has not been possible for technical reasons or high budgetary costs. The granting of subsidies will comply with these rules: They will be voluntary and contingent. They will not be invoked as precedent. No increase or revision of the subsidy will be required. 2.- Competent body. The competent body for the approval of these bases is the Mayor (in accordance with the provisions of article 6 of the General Ordinance regulating the regime for granting subsidies by the City Council of Eskoriatza. 3. Applicable regulations. The granting of these aids and the legal relationship between the beneficiary and the granting entity will be governed by these bases and other regulations in force at the time of their granting. In everything not provided for in these bases, the following will apply: The Ordinance General Regulation of the Subsidy Granting Regime by the Eskoriatza City Council Law 39/2015 on the Common Administrative Procedure of Public Administrations General Subsidy Law 38/2003 of November 17 (Official State Gazette 11-18-2003) and the General Regulation of Subsidies approved by Royal Decree 887/2006 of 21 4. Beneficiaries. Associations made up exclusively of residents of the parishes and/or rural neighborhoods that, not having a profit motive, have their headquarters and framework of action in the rural area of the municipality of Eskoriatza, may apply for the financial aid contemplated in these rules. Individuals considered individually may not. request a subsidy The associations must: Be non-profit and whose purposes include promoting improvements, coexistence and the socio-cultural development of the Anteiglesia Be legally registered in the Basque Government Registry Be up to date with their tax and social security obligations 5.- Expenses eligible for subsidy will be those related to actions in the rural area that fall on water supply networks of non-municipal ownership, which are collective or, exceptionally and with prior justification in the terms established in article 1, individual and whose purpose is: The repair or maintenance of collections, pipes, tanks, purification and disinfection equipment or other elements that contribute to the improvement in the quality or reliability of the supply. They are also considered to be able to receive said subsidy, when new collections are needed to the deposit and the new connection from collection to the deposit. or newly built homes. In the case of hookups for livestock farm facilities belonging to the hamlets, it will have to be justified that the hookup cannot be made from the existing one in the hamlet. The expenses must refer to actions carried out during the period established in the call agreement.
