Resolution of the EPE Red.es for which the 2025 aid is called for research and development projects in artificial intelligence and other dual technologies and their integration into value chains

Official description of the call

First. Beneficiaries Companies may be beneficiaries of the aid, according to the definition of company in Article 1 of Annex I, and in paragraphs 2 and 24 of Article 2 of Commission Regulation (EU) No 651/2014 of 17 June 2014, declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty as amended by the Regulation. (EU) 2023/1315 of the Commission of June 23, 2023. In addition, the requesting entities must prove compliance with the requirements established in article 6.2 - “Beneficiaries” of the Regulatory Bases and in article 13 of Law 38/2003, of November 17, General of Subsidies. Public companies, public law entities, non-profit entities, groups of natural or legal persons, associations or foundations (including federations, confederations or unions of these), professional associations, civil societies, communities of property or any other type of economic unit or separate property that lacks legal personality may not be beneficiaries. Second. Purpose The purpose of the Call is to select, on a competitive basis, the beneficiaries of aid to finance eligible projects with the characteristics established in article 2.1.b) - "Financing actions" of the Regulatory Bases: "the development of strategic areas of business R&D&I and entrepreneurship in the technological field. Among other actions, those that address technological development and entrepreneurship in the face of societal challenges are included. in such a way that they promote the development of the knowledge and technologies necessary to address and seek solutions to complex problems associated with these challenges, incorporating research, technological development and innovation in a broad sense.” Third. Regulatory bases Order ECE/1301/2019, of December 17, which approves the regulatory bases for the granting of aid by the Public Business Entity Red.es, M.P., to programs for the development of technological entrepreneurship and technological demand, within the framework of the Strategic Action of Digital Economy and Society of the State R&D&i Program aimed at societal challenges” (“BOE” no. 8, of January 9, 2020, pages 1988 to 2011) modified by “Order ETD/857/2021, of July 28, which modifies Order ECE/1301/2019, of December 17, which approves the regulatory bases for the granting of aid by the Public Business Entity Red.es, M.P., to programs for the development of entrepreneurship technological development and technological demand, within the framework of the Strategic Action of the Digital Economy and Society of the State R&D&I Program aimed at societal challenges" ("BOE" No. 187, of August 6, 2021, pages 97088 to 97092) (hereinafter, the "Regulatory Bases"). Fourth. Amount The maximum total amount of aid amounts to one hundred and thirty million euros. (€130,000,000). With the budget distribution by region included in section 2 of base 4 of the Call, Red.es will finance research and development projects in artificial intelligence with a minimum budget of €400,000 and a maximum of €5,000,000. Therefore, projects with amounts lower or higher than those indicated in this section will not be considered eligible. Fifth. The submission of applications will begin on the day following the publication of the extract of this Call in the Official State Gazette, and will end on September 30, 2025 at 12:00 p.m. Sixth. Other information Red.es will make a first mandatory advance payment of 40% of the aid granted, which will be considered an advance payment and should not be interpreted as prior approval of the work carried out up to that point, as specified in the article. 16 - “Guarantee and payment of aid” of the Regulatory Bases. Making the advance payment indicated above will require the constitution of guarantees for one hundred percent of the amount corresponding to said payment. The constitution of said guarantees will be governed by the provisions of article 16.6 - “Guarantee and payment of aid” of the Regulatory Bases, and by the modification included in the Ord.
