Official description of the call

First.- Purpose and definition 1. The purpose of this text is to establish the specific bases for the granting of financial aid to family units in which there are one or more members with a medical diagnosis of celiac disease, with aid granted by the Picassent City Council in order to support these families in terms of the extra cost involved in the purchase of gluten-free products, supplements and medical treatments.2. The aid is finalist in nature and will be incompatible with any other public benefit, economic right and perception or private income that may correspond to the beneficiary or to another member of the unit, for the same purpose. The aid will be compatible with other municipal aid from the Picassent City Council, when their requirements are met.3. The aid that is granted will therefore have the character of a subsidy, and will be governed in everything that is not provided for in these bases, by the Picassent Municipal Subsidies Ordinance (BOPV nº77 of 04/26/2021), Law 38/2003, of November 17, general of Subsidies and its Regulations, approved by Royal Decree 887/2006, of July 21, and the rest. of concordant legislation.4. The payment of the aid will be made by bank transfer, to the bank account number, owned by the beneficiary, indicated in the applicationSecond.- Budget credit and individual amount of aid1. The maximum global limit for aid grants will be the total amount of €10,000.00 existing in the following item of the 2025 Municipal Budget: ORG PROG ECON NAME ITEM AMOUNT800 23101 4800900 Aid to people with celiac disease €15,000.00 2. The City Council may authorize an additional amount, through the budget modification that is appropriate and the incorporation into the file, of a certificate of existence of sufficient credit by the Municipal Intervention. In the event of an increase in the maximum global amount, the granting body must publish in the BOPV the declaration of available credits prior to the granting resolution in the same media as the call, without such publicity implying the opening of the deadline to submit new applications or the start of a new calculation of the deadline to resolve. 3. For each aid, the maximum and single individual amount per celiac patient is 300 euros, and individual aid can be made for each of the sick members of the same family, with its corresponding application. 4. The amount of the subsidies granted, in no case may be of such an amount that, alone or in conjunction with other subsidies or aid from any of the Administrations or public or private entities, national or international, exceeds the cost of the expense to be subsidized. 5. For these purposes, one of the obligations of the beneficiary is to notify the City Council of obtaining other subsidies, aid, income or resources that finance the subsidized activities, whether public or private. This communication must be made as soon as it is known and in any case at the time of the request. 6. These aids are intended to offset the expense of purchasing basic gluten-free foods, supplements or medical treatment directly related to gluten intolerance. 7. Because this subsidy is granted in response to the occurrence of a certain situation in the recipient, no other justification will be required than the accreditation by any means admissible by law of their situation prior to the granting, without prejudice to the controls that could be established to verify the condition of the celiac patient. 8. The aid that is approved to cover this concept will be compatible with any municipal financial aid, and incompatible with any scholarship or aid received for the same concept from public administrations or private entities. Third.- Concession procedure 1. The granting of the aid regulated in this call will be made by the direct granting procedure, for reasons of social interest, in accordance with article 22, point 2 section c) of the General Law of Subsidies, in accordance with article 26 and following of the General Ordinance of Subsidies of Picassent, until credit is exhausted, and following the strict order of initiation from the moment of registration of the application in l
