Subsidies for the creation of renewable energy communities as well as investment by renewable energy communities and homeowner communities in photovoltaic installations. Call 2025

Official description of the call

First. Beneficiaries. The following groups will be eligible for these subsidies: — Associations that have their registered office and fiscal address in the municipality of San Sebastián (in the actions of group A and group B). The associations must be registered in the Basque Government Registry or other public Registries. They must also be registered in the Registry of Citizen Entities. — Non-profit consumer cooperatives when 85% or more of the cooperative members are natural persons (in group B actions). The cooperative must have its registered office and fiscal address in the municipality of San Sebastián. — Communities of owners of residential buildings intended predominantly for residential use, according to the PGOU of San Sebastián, and that have their registered office and tax address in the municipality. The community of owners must consist of at least 3 homes. Second. Object. The purpose of the program is the creation of new renewable energy communities, as well as the investment by renewable energy communities and by communities of owners of residential buildings in photovoltaic installations, contributing to the achievement of the strategic and specific objectives defined in Base 1 of the Regulatory Bases of the subsidy. Actions whose eligible cost is less than the following will not be eligible for this call for subsidies: — Eligible actions aimed at the constitution of new energy communities and the support and monitoring of the management of existing ones: 3,000 euros (VAT not included, if it is deductible). — Eligible actions aimed at the start-up of photovoltaic solar energy installations promoted by renewable energy communities: 15,000 euros (VAT not included, if it is deductible). — Eligible actions aimed at the implementation of photovoltaic solar energy installations promoted by the communities of owners of residential buildings: 5,000 euros (VAT not included, if it is deductible). Third. Regulatory bases. Approved by the Local Government Board dated October 25, 2025. Room. Amount. The financial award is €60,000. The amount of the subsidy awarded per project will be established at 75% of the eligible expenses, excluding VAT, if this is deductible. In any case, the amount of subsidy may not exceed a maximum per application of 10,000 euros for those aimed at the constitution of energy communities, nor 20,000 euros for those intended for the start-up of photovoltaic solar energy installations. Fifth. Deadline and form of presentation. The duly completed forms and documentation must be submitted using electronic means through the website https://www.donostia.eus/info/udalinfo/Tramites.nsf/fwHomeDesCat/Ayudas%20econ%C3%B3micas?ReadForm&idioma=cas&id=D580485&des=Ciudadan%EDa. Applications must be submitted within a period of 6 months from 09:00 a.m. the day following the publication of this extract in the OFFICIAL BULLETIN of Gipuzkoa or before the funds are exhausted, which will imply the automatic closing of the submission period. In no case will compliance with the established deadlines be excepted. Consequently, the maximum deadline for submitting applications will end at 2:00 p.m. on the day of the corresponding month whose ordinal coincides with the day of publication of these bases in the OFFICIAL BULLETIN of Gipuzkoa unless said day is a non-business day, in which case, the deadline will end on the next business day at the same time. If in the expiration month there is no day equivalent to that on which the calculation begins, it will be understood that the term expires on the last day of the month. Sixth. Form and terms of payment. The subsidy will be paid in two parts: — 70% at the time of approval of the concession by the competent body. — 30% once the documents required to justify the subsidy have been presented and validated. The final payment of the subsidy will be conditional on the performance of the action that supports the aid, upon presentation until September 30, 2026 of the document.
