Subsidies to finance institutional support measures for the unions of the Sectorial Table of Universities 2025

Official description of the call

First. Beneficiaries. The beneficiaries of these subsidies will be the union organizations that, in accordance with the provisions of articles 6.1, 7.1 and 7.2 of Organic Law 11/1985, of August 2, on Freedom of Association, are representative of the university teaching and research staff sector and present the corresponding application. Beneficiaries must comply with the requirements and obligations provided for in articles 13 and 14 of the General Subsidies Law. Those entities that have not justified or reimbursed, where applicable, the amount received in any previous call for these aids will not be able to submit an application. Trade union organizations eligible to apply for the subsidy must submit the application in the name of the candidacy through which they obtained representatives in the elections to representative bodies. No more than one application per entity will be accepted. In the event that more than one application is received from the same entity, only the last one sent within the deadline will be admitted for processing. Second. Object. The purpose of this concession procedure, which is carried out on a competitive basis, is to finance current expenses derived from activities aimed at promoting and disseminating union action and social dialogue and institutional support measures carried out by unions that operate in the university sector and are representative of university teaching and research staff. The expenses derived from these activities must have been incurred between April 1, 2025 and March 31, 2026. The purpose of the support measures will be to encourage the participation of the most representative union organizations in all work groups, technical tables and any other negotiation forums that are established at the state level of collective bargaining, which particularly affect the sector. For these purposes, activities that have a direct and unquestionable relationship with the state level of collective bargaining or that are aimed at the formation of union will in the matters subject to said negotiation will be eligible for subsidies. Third. Regulatory bases. Order ECI/1305/2005, of April 20, on regulatory bases for the granting of public subsidies under competitive competition, published in the Official State Gazette number 113, of May 12, 2005. Fourth. Amount. Maximum amount, in accordance with the budget allocation, to be distributed among the selected unions that meet the requirements set out in the call: €45,000.00. Activities evaluated with a score less than 5 may not be financed. In no case may the amount of the subsidy be such that it exceeds the cost of the subsidized activity. Maximum subsidy amount per application: €20,000.00. Maximum amount per eligible activity: €10,000. Regarding expenses that have occurred prior to the date of the subsidy granting resolution, they will be considered eligible as long as there is evidence that they have their origin in the performance of the subsidized activity and that, in any case, they have occurred within the financeable period in accordance with this call and are paid prior to the end of the subsidy justification period. Fifth. Application submission deadline. The deadline for submitting applications will be fifteen business days, counting from the day following the publication of the extract of this call in the BOE. The request must be signed by the legal representative of the entity. Applications will be formalized in the application form available on the website of the Sixth Ministry of Science, Innovation and Universities. Documentation of applications. The application must be submitted accompanied by the list and explanatory report of the activities carried out or to be carried out in relation to the collective bargaining referred to the university teaching staff during the eligible period, among other documentation. Seventh. Payment of aid. All amounts granted are made as advance payment, given that the justification of compliance with the purpose and application of the funds will occur after payment and will be subject to reimbursement along with the demand for the corresponding late payment interest by
