EXP.124/2026 MAYOR'S RESOLUTION BACKGROUND This year the 3rd edition of the Juneda Rural Film Festival is being held, and within the framework of this festival it is considered appropriate to award an award in the official short film section, in which the essential requirement is that its director be born in the province of Lleida or have a predominant link with it. Taking into account that the winning short film will be awarded with a financial prize of €500 and a diploma. In accordance with the background and legal foundations indicated, by virtue of article 52 of Law 39/2015, of October 1, on the common administrative procedure of public administrations, and in use of the powers attributed by article 21 of Law 7/1985, of April 2, regulating the bases of local regime, RESOLVED First.- Approve the call, through the competitive competition procedure, for the granting of the Pla de Juneda Rural Film Festival Award -short films section-, annual 2026, within the framework of the Regulatory Bases thereof. Second.- Publish the Rules on the municipal website and on the corporation's notice board, the announcement with the full text of the rules and the call. Third.- Provide that there is a budget allocation in item 334/48014 of the municipal budget for the 2026 annuity. Fourth.- Transfer this agreement to the intervention of this corporation. ANNEX REGULATORY BASES The PLA, Juneda Rural Film Festival, is a space for the dissemination and celebration of cinema that is in dialogue with the rural environment. Beyond the Official Section of feature films, made up of a selection of international films, one of the festival's maxims is also to promote local talent, and that is why it promotes an Official Section of short films in which the essential requirement to participate is that its director was born in the province of Lleida or has a preponderant link with this territory. 1. Dates and location The third edition of the PLA, Rural Film Festival of Catalonia will take place on the weekend of April 24 to 26, 2026 and will be held at the Foment Theater in Juneda. During these dates, both the screening of the selected short films and the awards ceremony will take place, in which a winner will be designated. 2. Requirements Works of fiction, documentary and/or animation that have a maximum duration of 25 minutes (including credits) with free themes can compete. The date of completion of the work cannot be before January 1, 2024. The director of the work must have been born in the province of Lleida or explain the link they have with this territory and that could make them worthy of participating in the selection. In the event that it is a short film directed collectively, it is not necessary for all the directors to have been born in Lleida to participate. Each registrant can participate with more than one work. The selected works may have been exhibited and/or awarded at other festivals. 3. Format The works submitted must have HD, Full HD, 2K or 4K resolution. The minimum resolution is 1920x1080 (1080p). If the original version is not in Catalan or Spanish, subtitles must be provided. 4. Registration Registration for the PLA, Rural Film Festival of Catalonia is free and will be open until March 11, 2026. Registration is mandatory through the FestHome platform. The PLA assumes that any person who submits a work to the competition has the rights to it, so the responsibility for any non-compliance falls exclusively on the participants. 5. Selection committee and jury The festival's programming team will be in charge of selecting the short films in competition. The list of selected works will be made public along with the rest of the program for this edition, approximately one month before the festival.
