On March 27, 2026, the first vice president and executive advisor of Culture and Heritage issued the following resolution Resolution approving the call for subsidies 2025-2026 for activities in the Catalog of cultural activities of the Consell Insular de Mallorca (CACIM) for local administration entities or public bodies that depend on it Facts 1. Justifying report has been issued on the processing of the call for subsidies 2025-2026 for activities from the Catalog of cultural activities of the Consell Insular de Mallorca (CACIM) for local administration entities or public bodies that depend on it. 2. The reference file contains a favorable report from the insular director of Finance and Budgets, on the anticipated expenditure corresponding to this file and demonstrates compliance with the requirements provided for in base 34.9 of the execution of the 2026 budget. All this in relation to the anticipated expenditure and for a total amount of €1,101,906.25, charged to the budget applications 20.33450.46201 and 20.33450.46801 for the year 2027, to process this call for subsidies. 3. On March 18, 2026, the Executive Council agreed to authorize the First Vice President and Executive Councilor for Culture and Heritage to approve this call, for a maximum total amount of €1,101,906.25. 4. On March 27, 2026, the Intervention delegated by Mercy has favorably audited the file. Legal foundations 1. The General Subsidies Ordinance of the Consell de Mallorca. 2. Legislative decree 2/2005, of December 28, which approves the consolidated text of the Subsidies Law. 3. Law 38/2003, of November 17, general on subsidies and Royal Decree 887/2006, of July 21, which approves the regulations of Law 38/2003 general on subsidies. 4. Law 39/2015, of October 1, on the common administrative procedure of public administrations. And Law 40/2015, of October 1, on the legal regime of the public sector. 5. Law 4/2022, of June 8, on island councils. 6. The Organic Regulations of the Consell de Mallorca, the Decree of organization of the Consell de Mallorca and the Bases for the execution of the budget of the Consell de Mallorca for the year 2026. For all this, I dictate the following: Resolution 1. Approve the call for subsidies 2025-2026 for activities in the Catalog of cultural activities of the Consell Insular de Mallorca (CACIM) for entities of the local administration or the public bodies that depend on it. 2. Authorize an advance expenditure of €1,101,906.25 charged to budget applications 20.33450.46201 (€1,089,281.25) and 20.33450.46801 (€12,625.00) for fiscal year 2027 to process the aforementioned call. However, since this is a call for advance expenditure, it is conditional on the existence of adequate and sufficient credit for financing in the budgetary year in which the expense is allocated (2027). 3. Publish the call in the Official Gazette of the Balearic Islands. Against this resolution, which does not put an end to the administrative procedure, an appeal may be filed within a period of one month, counting from the day following its publication. The appeal can be filed formally before the Executive Council or before the Plenary Session of the Island Council of Mallorca, which is the competent body to resolve it. Against the express dismissal of this appeal, a contentious-administrative appeal may be filed before the Contentious-Administrative section of the Court of Instance, within a period of two months, counting from the day following receipt of the notification of dismissal of said appeal. If three months have elapsed since the filing of the appeal and you have received express notification, it is understood to have been dismissed due to silence and the contentious-administrative appeal can be filed before the corresponding Contentious Administrative Court of Palma, without time limitation. Notwithstanding the foregoing, any other remedy that you consider appropriate may be filed, if appropriate. All this in accordance with Law 29/1998, of July 13, regulating the contentious-administrative jurisdiction and Law 39/2015, of October 1, on the common administrative procedure of public administrations.
