Official description of the call

In accordance with the provisions of articles 17.3 b) and 20.8 a) of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (http://www.infosubvenciones.es) and in this Official Gazette of Extremadura. First. Beneficiary entities. 1. The following may benefit from this aid: a) In the line of aid intended for town councils: Any town council in the Autonomous Community of Extremadura whose locality acts as a commercial and tourism attraction for a population of more than 5,000 inhabitants may be beneficiaries of this aid. b) In the line of aid intended for associations of municipalities: Associations of municipalities of the Autonomous Community of Extremadura may be beneficiaries provided that: • None of the municipalities that comprise it individually meet the requirements to access the aid. • In its constitution statutes, it must appear among its purposes that it assumes the powers of organization and management of internal trade, specifically, in relation to the organization and management of markets, supplies, fairs, markets, slaughterhouses and street commerce. Second. Object. The object of this call is the aid directed to the city councils and associations of municipalities of the Autonomous Community of Extremadura that meet the requirements, to defray the salary costs of providing the service for three years, of a manager to boost retail trade. The manager will be in charge of promoting and energizing the small retail business of the town, or towns within the community, in all areas and commercial spaces, including food markets. Third. Regulatory bases. Decree 167/2024, of December 26, which establishes the regulatory bases for aid for the hiring of managers for commercial revitalization and approves the first call (DOE no. 15, of January 23, 2025), modified by Decree 183/2025, of December 16, (DOE no. 244, of 19 December 2025). Room. Amount. The aid will be granted for the amount corresponding to the three years of provision of the service. The amount of the aid will be 75% of the eligible expenses, with the maximum amount of eligible expenses being 25,000 euros per year, so that the maximum aid limit per year of service provision will be 18,750 euros. The start of the contract would be scheduled for October 1, 2026. If the contract starts at a later time, the calculation of the three years of the subsidy that starts on that same date will not be affected, and its amount will be reduced proportionally to the delay in the start of the contract. The subsidy would last until the third year of the contract, which would end on September 30, 2029, so the cost of the eligible actions will be allocated to the budgets of 2026, 2027, 2028 and 2029. Fifth. Eligible expenses. The payroll and social security expenses of the manager corresponding to three years of service provision will be considered eligible expenses. In the case of temporary leave of the manager, he or she may be replaced, with the costs assumed by the city council or the association of municipalities being eligible for both the titular manager and his or her substitute, always up to the limit of the investment approved for each annuity. Compensation expenses will not be eligible. Sixth. Application submission deadline. The deadline for submitting applications for participation will begin on the day following the publication of the call and its corresponding extract in the Official Gazette of Extremadura, and will be ten business days.
