Resolution of the Secretary of State for Commerce, approving the call to grant aid for the year 2026 to Spanish associations/federations of exporters recognized as collaborating entities of the General Administration of the State

Official description of the call

First. Purpose This resolution aims to call for aid for the year 2026, in accordance with the regulatory bases established in Order ICT/870/2023, of July 20, intended for associations and federations of exporters recognized as collaborating entities of the General Administration of the State according to current regulations. Second. Purpose of the aid The purpose of this aid is to partially finance two types of expenses of the associations and federations of exporters: the internal operating expenses in the 2026 financial year and the expenses incurred for legal assistance and support, both in response to dispute settlement procedures in multilateral or bilateral forums, and in the application of trade defense measures, both European and adopted by third countries, or to resolve trade obstacles, inside or outside the European Union, that occurred in 2026. Third. Budget credits The maximum total amount of subsidies to be granted within the framework of this call will be 1,923,740.00 euros charged to budget application 27.10 431N 483 “Sectoral Export Agreements”, however this amount may be increased by an additional amount of up to 350,000.00 euros, conditional on the availability of credit in the mentioned budget application, in accordance with the provisions of article 58.2 of Royal Decree 887/2006, of July 21, which approves the Regulation of Law 38/2003, of November 17, General Subsidies, without requiring a new call. Room. Beneficiaries of the aid and required requirements Associations and federations recognized as collaborating entities of the Secretariat of State for Commerce under current regulations may benefit from the aid established in this resolution, as long as they meet the following requirements: a) Assume, vis-à-vis the convening entity, all the rights and obligations inherent to such condition, derived from Law 38/2003, of November 17, General Subsidies, and the regulations that govern it. develops, approved by Royal Decree 887/2006, of July 21. b) Comply with everything stipulated in Order ICT/870/2023, of July 20. c) Entities that meet any of the circumstances listed in article 13 of Law 38/2003, of November 17, may not be beneficiaries of the aid. d) Entities that have debts for reimbursement of aid or loans with the administration, or are subject to a pending recovery order after a previous decision of the European Commission, which has declared aid illegal and incompatible with the common market, may not be beneficiaries of the aid. Fifth. Formalization and submission of applications Those interested will submit the application and the rest of the documentation required in the call, in the electronic registry of the Ministry of Economy, Commerce and Business, within the deadlines established in the resolution of the call, and for which they must have a recognized electronic signature. The application forms will be available for completion and submission at the associated electronic headquarters of the Ministry of Economy, Commerce and Business. Sixth. Deadline for submitting applications 1. The deadline for submitting applications to obtain aid will be twenty business days counted from the day following the publication of the extract of the call in the Official State Gazette. 2. Applications submitted after the established deadline will result in their inadmissibility. Seventh. Applicable regulations In everything provided for in this call, in addition to the provisions of the regulatory bases established in Order ICT/870/2023 of July 20, what is established in Law 38/2003 of November 17, General Subsidies, in its implementing regulations, Royal Decree 887/2006 of July 21, and the remaining administrative law regulations that are applicable, will apply.
