Official description of the call

Article 1.- Object The purpose of this call is to regulate the direct granting of non-refundable aid to subsidize commercial, hospitality and service companies located in the municipality of Portugalete, which carry out investment projects for any of the following lines: New Opening Line: The start-up and new opening of the establishments in which the activity is carried out. The opening of a second point of sale in the municipality. The relocation of businesses located on mezzanines, first floors or upper floors to ground floors. The new opening of businesses in the Historic Center of Portugalete (streets: Coscojales, Atarazanas, Manuel Calvo, Travesía Santa Clara, Salcedo, Plaza de la Ranchería, Plaza del Solar, Torre Salazar, Santa María, Víctor Chávarri, Casilda Iturrizar and M.ª Díaz de Haro). Modernization Line: The reform, modernization or enhancement of the establishments in which the business is located. The modernization of businesses in the Historic Center of Portugalete (streets: Coscojales, Atarazanas, Manuel Calvo, Travesía Santa Clara, Salcedo, Plaza de la Ranchería, Plaza del Solar, Torre Salazar, Santa María, Víctor Chávarri, Casilda Iturrizar and M.ª Díaz de Haro). Transfer Line: Business transfers at street level within the municipality of Portugalete. This program's priority is to promote the processes of modernization and opening of businesses located at street level, thus contributing to achieving strategic objectives such as enhancing the commercial environment of the municipality, maintaining or revitalizing economic activity there, or adapting businesses to new consumption scenarios. Article 2.- Objectives With the granting of this aid, the Portugalete City Council aims to: Encourage the new opening of commercial, service and hospitality establishments at street level, with special attention to young people. Encourage the opening of second points of sale in Portugalete. Promote the occupation of empty premises by new business initiatives, especially those located in the Historic Center of the municipality (streets: Coscojales, Atarazanas, Manuel Calvo, Travesía Santa Clara, Salcedo, Plaza de la Ranchería, Plaza del Solar, Torre Salazar, Santa María, Víctor Chávarri, Casilda Iturrizar and M.ª Díaz de Haro). Encourage the relocation of businesses located on mezzanines, first floors or above to ground floors at ground level. Enrich the commercial and service fabric in Portugalete. Contribute to the modernization and increase in competitiveness of the establishments established in Portugalete, as well as their adaptation to new trends in the commercial sector. Article 3.- Beneficiaries and requirements Small businesses, regardless of their legal form, that carry out their economic activity in fixed establishments at street level, open to the public with in-person attention during business hours, located in the urban environment of the municipality of Portugalete, and that undertake investment projects, both for new openings and for modernization of their establishments, may be beneficiaries of the aid contemplated in this call. the present call. To be beneficiaries, companies must meet the following requirements: a) Be considered a small business. For the purposes of these Regulatory Bases, a small business will be considered one that employs less than 50 people and whose annual turnover or whose annual balance sheet does not exceed EUR 10 million, as provided for in EU Regulation 651/2014 of June 17 for the consideration of a small business. The information necessary to define this requirement will be justified where appropriate, upon request from the Portugalete City Council. b) That the establishment or, where applicable, the company to which it belongs, are registered with the Economic Activities Tax at the time of submitting the application, or process said registration within a maximum period of 2 months from the end date of the application submission period, according to the exceptional situation described above. c) The main activity of the company must be framed in the commercial, hospitality or services sector, according to the heading of economic activity provided for in the corresponding certificate of registration and
