PUBLIC CALL BY THE PROVINCIAL COUNCIL OF CADIZ FOR THE 2026 ANNUALITY OF SUBSIDIES UNDER THE REGIME OF COMPETITIVE COMPETITION TO INDIVIDUAL ATHLETES FROM THE PROVINCE OF CADIZ, NON-PROFESSIONAL, WHO PARTICIPATE IN SPORTS EVENTS OF A NATIONAL AND INTERNATIONAL NATURE, INCLUDED WITHIN THE OFFICIAL CALENDAR OF THE CORRESPONDING FEDERATION. 1.- PREAMBLE The purpose of this document is to establish the call that regulates the granting of aid to individual, non-professional athletes from the province of Cádiz who participate in regional, national and international sporting events included in the official calendar of the corresponding federation. These aids are processed by the Sports Service of the Area of ​​Ecological Transition and Development to Citizenship of the Excma. Provincial Council of Cádiz for the 2026 annuity. These calls complete what is established in the General Subsidies Ordinance of the Provincial Council of Cádiz, published in BOP number 140 of June 18, 2004. Sport, understood as a widespread practice of physical activity, is one of the main recipients of the leisure time of citizens in general and its expansion has been due to the emergence of new values in society related to health, with active leisure and with recreation. The complex and close relationship between the way of life and the state of health of people is scientifically proven, conditioned mainly by diet and the type of physical activity carried out. As recognized by the World Health Organization, the intervention of Public Administrations is necessary in the promotion of sports practice to encourage healthy living habits among citizens, as well as to facilitate the habitual practice of quality sports physical activity, so that it has a favorable impact on the health and quality of life of all citizens. This is the mandate included in article 43.3 of the Constitution: ?The public powers will promote health education, physical education and sports. Likewise, will they facilitate the proper use of leisure? For all these reasons, it is necessary to call for financial aid in sports, to collaborate with individual athletes in our province, to facilitate the participation and advancement in the different sports modalities of the greatest number of people that is feasible, promoting healthy lifestyle habits among citizens, so that sport and physical sports activity have a favorable impact on health and quality of life. Article 36 of Law 7/85, of April 2, Regulating the Bases of Local Regime, establishes that the Provincial Council's own powers are those attributed to it by the laws of the State and the Autonomous Communities in the different sectors of public action. In any case, it is responsible for cooperation in promoting economic and social development in the provincial territory, in accordance with the powers of the other Public Administrations in this area. Law 5/2016, of July 19, on Sports of Andalusia, in section 2 of its article 12 (Powers of local entities) provides that "the provinces will exercise powers of technical, economic and material assistance to the municipalities that, on their own or in association, exercise powers in matters of sport in accordance with article 12.1 of this law and with article 11 of Law 5/2010, of June 11, local autonomy of Andalusia? This same law in its article 13 (inter-administrative relations) establishes that "the provisions for the development of this law, as well as the plans or programs approved for its application, will determine the modalities and instruments for cooperation between Andalusian public administrations in the exercise of their respective powers in matters of sport, as well as with federations and private entities with respect to those sporting activities of public interest." 2.- REGULATORY FRAMEWORK The basic regulatory framework that affects this call is constituted by: Law 7/1985, of April 2, Regulating the Bases of the Local Regime.
