Official description of the call

First. Beneficiaries The following entities may be beneficiaries: a) City councils, in accordance with the provisions of article 3.1.a) of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, of municipalities with a census population of less than 10,000 inhabitants, which must be the place in which the activities derived from the Neighborhood Cinema project will be carried out. b) Associations, established under Organic Law 1/2002, of March 22, regulating the Right of Association, whose main headquarters are located in a municipality whose census population is less than 10,000 inhabitants. The activities derived from the Neighborhood Cinema project must be developed in the corresponding municipality. c) Groups of the entities provided for in sections a) and b) of this article, which jointly participate in the Neighborhood Cinema project. These groups may be between town councils, between associations and between town councils and associations. The headquarters of the entities that make up the group must be located in municipalities with a census population of less than 10,000 inhabitants, which must constitute the places in which the activities derived from the Neighborhood Cinema project will be carried out. Likewise, the entities that constitute a group may be located in the same municipality or in different municipalities, which will belong to the same province or neighboring provinces. One of the entities that make up the group must act as the requesting entity and representative of the group. To this end, it must meet the requirements established in the call, have sufficient capacity and powers to submit the application, carry out whatever procedures are necessary in the procedure, act as the sole interlocutor before the managing body and assume, on behalf of the group, the actions and obligations that correspond to it in its capacity as beneficiary entity. Second. Purpose and scope of application 1. The purpose of the call is to regulate the selection procedure, on a competitive basis, of the entities participating in the Neighborhood Cinema project, establish the eligibility and evaluation criteria and define the terms in which the aforementioned participation will be developed. 2. "Neighbor Cinema" is aimed at facilitating film exhibition services to small municipalities, depopulated and/or rural areas, which are located within the national territory, with the aim of contributing to the dissemination of independent cinema and audiovisual culture, as well as the establishment of the rural population, through the public digital platform PLATFO. 3. "Cine Vecino" will have a maximum number of 200 beneficiary entities in the period established in this call. 4. The selected entities will have access, through the public digital platform mentioned in section 2 of this article, to a catalog of 100 films per semester, with a rotation of the catalog of cinematographic content every six months, and there may be a coincidence of a maximum of 30% between the titles enabled each semester, unless agreed between the General Directorate of Cultural Rights and the associations and distribution companies. 5. The catalog will be made up of feature films, short films, experimental films and documentaries, for whose inclusion at least one calendar year must have passed since their release. Third. Regulatory bases Order CUL/2912/2010, of November 10, which establishes the regulatory bases for the granting of public subsidies under a competitive competition regime of the Ministry of Culture and its public organizations. Room. Amount 1. The subsidies provided for in this Call are configured as aid in kind, in accordance with Additional Provision 5 of Law 38/2003, of November 17. 2. The Ministry of Culture, through the General Directorate of Cultural Rights as the granting body of the "Neighbor Cinema" project, will assume the financing of the amount corresponding to the catalog of films that are made available to the beneficiary entities, obtained from the associations that represent the sector of independent, auteur, European and other international film distributors with limited presence in the majority commercial circuits. Likewise, the Ministry of Culture, through the aforementioned General Directorate, will finance the cost of the adaptation.
