From the Mayor's Office, dated May 21, 2026, approving the 2026 Call for Subsidies for the Basqueization of the linguistic landscape and the digital environment in the commerce, hospitality and services sector of Portugalete

Official description of the call

Article 1.- Object The purpose of this call is to regulate the granting of subsidies, through the direct granting procedure, to commercial, hospitality and service establishments and non-profit associations in Portugalete, aimed at the Basque translation of the linguistic landscape and the digital environment, which are specified in four different eligible concepts: A.- Subsidies for the installation of signs in Basque. For these purposes, a sign is understood to mean both the one placed on the outside of the premises, the one printed on awnings, shop windows and commercial vehicles, as well as the one included in the directories located inside the portals, indicating the floor and door number of the activity. In the case of texts printed on shop windows, awnings, vehicles or similar, only the amount of the printing will be subsidized and not the amount of the complete support. B.- Subsidies for fixed signage and other elements inside the premises with information for customers. C.- Subsidies for the adoption of the .eus domain. D.- Subsidies for the Basque languageization of web pages. All of this in compliance with the first axis, referring to Governance, of the Action Plan for the Promotion of Basque 2024-2027 of the Portugalete City Council, approved by the Plenary Session in an ordinary session held on July 24, 2024, and in accordance with the provisions of Law 38/2003, of November 17, General Subsidies, and in the development legislation. Article 2.- Regulatory bases The regulatory bases for the granting of this aid were approved by the Plenary Session of the Portugalete City Council in an ordinary session held on March 27, 2025 and published in the Official Gazette of Bizkaia number 70 on April 10 of the same year. Article 3.- Amount of the subsidy Taking into account that VAT will only be subsidized when the beneficiary entity cannot deduct it, these will be the amounts of the subsidies, based on the amounts that appear on the invoice: Concept A.- Subsidies for the installation of signs in Basque. The cost of each sign or poster whose legend is written exclusively in Basque will be subsidized 100%, not exceeding 800 euros. The cost of each sign or poster whose legend is written in the two official languages, however, will be subsidized by 60%, without exceeding 500 euros. Concept B.- Subsidies for fixed signage and other elements inside the premises with information for customers. The amount of expenditure for the Basque translation of fixed signage and other elements inside the premises that provide information to customers related to the commercial or hospitality activity will be subsidized by 75%, up to a maximum of 600 euros. Concept C.- Subsidies for the adoption of the .eus domain. 100% of the cost will be subsidized, without exceeding 30 euros. Concept D.- Subsidies for the Basque translation of web pages. The cost of websites written exclusively in Basque and websites with a main page in Spanish that offer the option of changing the language to Basque will be subsidized by 75%, with a maximum of 800 euros. Article 4.- Beneficiaries and requirements Commercial, hospitality and service establishments located in Portugalete, as well as non-profit associations in the municipality, may be beneficiaries of this aid. 4.1.- To be beneficiaries, commercial, hospitality and service establishments must meet the following requirements: a) Be considered a small business. For the purposes of this aid, a small business will be considered one that employs less than 50 workers and whose annual turnover or whose general balance does not exceed 10 million euros, as provided for in article 2.1 of EU Regulation 651/214 of June 17 for the consideration of a small business. b) Be located in Portugalete. c) Be registered with the Economic Activities Tax at the time of submitting the application, or process said registration within a maximum period of two months from the end date of the application submission period. d) Having carried out any of the following actions in the year of the corresponding call or the previous one: installing signs in Basque, putting up fixed posters or other information elements in Basque for the clientele in the establishment, adopting the .e domain
