Official description of the call

CALL FOR THE GRANT OF AID FOR THE BIRTH, FOSTER OR ADOPTION OF CHILDREN/CHILDREN - BABY CHECK 2026 Regulatory Bases - These subsidies will be governed by the provisions of this call; in Law 38/2003, of November 17, General Subsidies; in the General Regulations of the Subsidies Law approved by Royal Decree 886/2006, of July 21; in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations; in Royal Decree 130/2019, of March 8, which regulates the National Subsidies Database and the advertising of subsidies and other public aid; in the General Subsidies Ordinance, published in the Official Gazette of the Province of Valencia No. 247 dated 12/24/2024, and in the remaining administrative law rules that may be applicable, and failing that, the private law rules. The regulatory bases for the granting of these subsidies were approved by Decree No. 2026-0057 by virtue of the provisions of article 4 of the General Subsidies Ordinance of Villargordo del Cabriel for the granting of the subsidies will be processed under a competitive competition regime. Background The Villargordo del Cabriel City Council, in accordance with the provisions of Law 7/1985, of April 2, Regulating the Bases of Local Regime for the management of its interests and within the scope of its powers, may promote certain activities and provide public services that contribute to satisfying the needs and aspirations of the neighborhood community. According to data from the municipal registry, the birth rate has decreased during the last two years, registering in 2023, 2024 and 2025 more deaths than registrations due to birth. In this sense, it is essential to promote birth rates to reduce the aging of the population due to the impact that, in the medium and long term, it can have on our municipality in terms of education, health, social protection, dependency, as well as other economic aspects. For all these reasons, the Villargordo del Cabriel City Council has decided to launch an initiative of a marked social nature, called Baby Check. It is intended to help families with expenses related to the birth, adoption or fostering of a new member. Based on the above, the following bases are regulated: FIRST.- PURPOSE The purpose of these bases is to regulate the granting, on a competitive basis, of financial aid, called “BABY CHECK 2026”, intended for families to cover expenses related to birth, legal adoption or foster care. The aid regulated in these bases will be granted on a competitive basis as established in article 22 of Law 38/2003. SECOND.- BENEFICIARIES AND REQUIREMENTS The beneficiaries will be the parents, adopters or fosterers of children and who meet the following requirements: The date of birth, adoption or fostering of the baby must be between May 20, 2025 and the date of publication of this call in the BOP. The minor must be registered in Villargordo del Cabriel and live with the applicant parent, adopter or foster child. The parent (at least one of the two) must have been registered in the municipality for 6 months, at the time of birth or at the beginning of cohabitation in the case of adoption or fostering, and assume the commitment to remain registered in the municipality of Villargordo del Cabriel for the three years following the presentation of the application, except for justified cause. In cases of foster care or adoption, certification from the respective Territorial Directorate will be necessary reflecting that registration is not applicable due to the protection of the minor's data. Be Spanish or foreigner with legal residence in Spain. Foreigners residing in Villargordo del Cabriel may benefit from this benefit as long as they meet the conditions of Organic Law 4/2000, on the Rights and Freedoms of Foreigners in Spain, and the requirements established in this regulation. In the case of the parents and adopters or foster parents of the baby, it will be the applicant who will have the status of beneficiary, and the parent, adopter or foster child must sign the authorization for said request as a member of the
