Official description of the call

First. Beneficiaries. The administrations that own the libraries of each of the following categories of libraries, with the exception of the General State Administration, may access this call and be beneficiaries of aid to promote innovative projects: school, specialized, national and regional, public and university libraries. The same administration may apply for aid in more than one modality. The libraries for which aid is requested, except those corresponding to the category of school libraries, must be included in the Directory of Spanish Libraries (https://directoriobibliotecas.mcu.es/dimbe.cmd?apartado=portada), and in active status at the time of publication of this call. Second. Object. The Aid to promote library innovation, corresponding to the year 2026, has the objective of financing innovation projects that are going to be carried out by libraries of different types (school, specialized, national and regional, public and university), dependent on the different Spanish public administrations, which are located in national or international territory, in accordance with their initiation with the provisions of article 23 of Law 38/2003, of November 17, General of Subsidies and with the Strategic Subsidies Plan of the Ministry of Culture. The innovative projects to be executed, financed under this 2026 call, must include, directly or collaterally, one or more of the measures included in the IV Strategic Plan of the Library Cooperation Council 2024-2028, depending on the typology of the corresponding library, which are detailed below: - Carrying out studies on the use of library services or new audiences. - Carrying out a visibility project for library services. - The execution of an innovative training program for library staff, which includes improvements in their own and social perception of the value of their functions (in advocacy). - The execution or participation in projects that promote alliances between different types of libraries or collaboration with local and regional organizations in cultural and educational projects. - The implementation of a specific program of its own or in collaboration with other libraries or sectors involved for the prevention and detection of risks of malicious use of information such as cyberbullying, internet violence, disinformation or hate speech. - The production of guides, recommendations and workshops aimed at the creation of critical and responsible content to combat information manipulation. The project submitted to this call must serve as a model of good practices and be replicable for other libraries. For this reason, the entities selected for aid will allow the Ministry of Culture, in compliance with its functions of coordinating the Spanish Library System, promoting library and cooperation initiatives and projects, to disseminate significant information about each project and facilitate contact with other libraries in the System that request it. For the purposes of this call, it is understood as: - Project: a set of specific activities, interrelated and coordinated with each other with a common objective, which is proposed to be developed in order to produce certain goods or services capable of satisfying needs or solving problems. - Good practice: experience, methodology or line of action that, applied to the project, responds (in an innovative way) to a situation that requires improvement or transformation. The reports of a library's activities or the sum of individual actions without interrelation between them or not oriented towards defined objectives will not be considered a project or good practices. Third. Regulatory bases. Order CUL/2912/2010, of November 10, which establishes the regulatory bases for the granting of public subsidies under competitive competition from the Ministry of Culture. Room. Amount. A maximum of 7 grants of 5,000 euros each will be awarded to the innovative projects selected by the Assessment Commission provided for in Section Eight of the Resolution by which the grants are called. Each aid will be assigned to the project with the highest score in its category.
