Official description of the call

Beneficiaries: The town councils of the province with less than 20,000 inhabitants that carry out the actions included in the first basis of the call, and specifically that are owners (or have the authorization of the local entity that owns) real estate properties characteristic of the coal industrial architecture of the province, during the period from March 1, 2023 to February 28, 2024. Second. Purpose: Contribute with the province's town councils to the exercise of their own powers regarding the protection and management of their heritage and the conservation and rehabilitation of buildings. Third. Regulatory Bases: General Subsidies Ordinance approved by the Plenary Session of the Provincial Council of León in a session of July 27, 2022 (published in BOP nº206/2022 of October 27). General regulatory bases for the granting of subsidies under competitive competition (BGS) approved by the Plenary Session of the Provincial Council of León in a session of February 27, 2008 (published in BOP No. 45, of March 5, 2008). Budget execution bases. Room. Amount: Total amount: 140,000 ¿. The aid will be up to 90% of the budget amount, the distribution being carried out according to what is established in the sixth base of the call. Fifth. Deadline for submission of applications: Twenty business days counted from the day following the date of publication of this extract in the BOP. Sixth. Other information of interest - Submission of applications.- Electronically at the electronic headquarters of the Provincial Council of León. - Documentation to be submitted with the application.- Annex I of the call and the following documentation: 1.- Accreditation of the property, through the certification established in Annex I BIS. If the property is owned by a neighborhood association, documentation must also be attached that proves the authorization of said entity to the city council for the restoration. 2.- Technical document, expressing the unit prices and other circumstances established in the Public Sector Contracts Law and other applicable ones, signed by a competent technician. It must also contain, at a minimum: a) Description and historical and/or cultural assessment of the property to be restored. For buildings that retain vegetal roofs, the restoration must be carried out with the same materials and the same techniques. b) Declaration of the original use and function of the property to be restored and those to which it is planned to be used after its restoration. c) State of conservation, conditions of the urban and natural environment with provision of photographic or planimetric documentation of its location, etc. d) Plans or drawings, which may be elevation, plan and elevation, etc., of the property to be preserved, which give an idea of ​​the property and its pathologies. Work to be carried out and possible execution schedule. e) Color photographs that allow us to know with the greatest possible precision the current state of the building in general and the element or part that the intervention would affect, digitized on computer support. f) Budget broken down with VAT. Fees for project drafting and construction management may be included as an independent item in the budget with a maximum limit of 6% of the material execution budget, excluding taxes). 3.- Sworn declaration that the work to be aided has not been carried out, without this implying that other works could not have been carried out in different areas of the property to be restored (Annex I TER). 4.- Certification from the secretary of the City Council regarding the agreement of the competent municipal body to approve the action for which the subsidy is requested. - Eligible expenses.- The expenses corresponding to the works on the property, the necessary construction materials, as well as the fees for drafting the project and construction management (with a maximum limit, for the total of these last two concepts of drafting and management, of 6% of the material execution budget of the project excluding taxes), and must be included in the project as an independent item of the tender budget. - Advances.- Once the subsidies have been granted and the works have been awarded, the beneficiary town councils that have delegated the collection to the Provincial Council of León, automatically
