Official description of the call

By Decree No. 2341/2023 dated July 21, 2023 of the Mayor's Office, the extraordinary call for the competitive concurrence procedure for the granting of direct aid for the payment of energy supplies (electricity, water and gas) is resolved, consisting of individualized economic benefits for a single payment, in accordance with the following regulatory bases: BASES OF THE EXTRAORDINARY CALL FOR DIRECT AID FOR THE PAYMENT OF ENERGY SUPPLIES (LIGHT, WATER AND GAS) 2023 Energy poverty is defined as the situation in which a household finds itself in which the basic needs for energy supplies cannot be satisfied, as a consequence of an insufficient level of income, and which can possibly be aggravated by having an energy-inefficient home. It is a complex phenomenon whose approach requires a multidisciplinary analysis and coordinated actions of the different policies by the State. It is necessary to know its situation and include it in the public agenda to develop initiatives that mitigate it, as well as promote debate and social awareness. The Government approved by Agreement of the Council of Ministers of April 5, 2019 the National Strategy against Energy Poverty 2019-2024 (ENPE), with the objective of establishing the bases that would allow a comprehensive and transversal diagnosis of energy poverty, as well as its evolution, and to establish those action measures necessary to reduce the number of households that are in a situation of energy poverty in the time horizon 2019-2024. The European Energy Poverty Observatory (EPOV) establishes as manifestations of energy poverty the inability to maintain an adequate temperature in the home, delay in paying bills, excessively low energy expenditure or expenditure on energy supplies that is disproportionate to the level of income. Not being able to maintain a home in adequate habitable conditions due to not being able to meet the necessary expenses to have supplies continuously and appropriate to the weather at any given time, has consequences for health and the ability to work, study or rest. The minimum conditions of thermal adequacy of a home contribute to the essential physical well-being for our elders, so that girls, boys and young people of school age can study in optimal conditions, being able to develop their full potential. The socioeconomic situation before the COVID19 pandemic was already complicated for many people. The situation has been aggravated by the energy crisis that followed the outbreak of the Ukrainian war. Municipal social services contribute to the payment of electricity, gas and water supply bills in the most extreme cases, when non-payments accumulate and there is a certain risk of supply being cut off. The Excma. The Provincial Council of Alicante has granted the Sant Joan d'Alacant City Council a nominative subsidy aimed at aid for extraordinary situations caused, among other reasons, by energy poverty, to families, so that in homes in a situation of energy poverty, minimum access to a supply of water, electricity, gas and other sources of energy fuels is guaranteed, which ensures a decent life for all family members. This Municipality, exercising its competence in matters of evaluation and information of situations of social need and immediate attention to people in a situation or risk of social exclusion included in Law 7/1985, of April 2, Regulating Bases of Local Regime in its article 25.2.e) as well as in matters of social services, in accordance with the provisions of article 25.1, 27.1 and 27.3 c), and in article 70 of the Law 3/2019, of February 18, of the Generalitat, of inclusive social services of the Valencian Community, applying the power of self-organization, approved an ORDINANCE REGULATING INDIVIDUAL ECONOMIC BENEFITS IN THE FIELD OF SOCIAL SERVICES, which came into force on June 15, 2022.
