SUBSIDIES TO CITY COUNCIL INTENDED FOR THE IMPLEMENTATION OF ACTIONS IN PUBLICLY OWNED SPORTS FACILITIES IN THE PROVINCE OF PALENCIA

Official description of the call

First.- Beneficiaries. The Town Councils of the province of Palencia whose population is less than 20,000 inhabitants may be beneficiaries of this call. No more than one application will be accepted per city council, and must refer to a single specific facility. In the event that a city council submits more than one application, or an application for several facilities, even if they are located within the same “sports complex”, all those submitted will be rejected. Second.- Object. The purpose of this call is to grant subsidies to promote and incentivize actions to improve publicly owned sports facilities, through the execution of small works, renovations, repairs, or expansion of sports complexes. Reforms to swimming pool facilities, playgrounds, bio-healthy parks and those other facilities for which the Provincial Council has called a specific call in 2022 or 2023 are expressly excluded. The actions to be subsidized must refer to quickly executed works, leading to improving and renovating sports facilities, or expanding sports complexes, such as: - Repair/improvement of sports facility floors - Repair/improvement or creation of facility roofs - Execution/renewal/repair of elements that improve or enhance the useful life and degree of use of the facility - Execution/renovation/repair or creation of facility fencing, especially when entail greater security - Expansion of sports complexes for other sports modalities, which enhance the sports offer of the municipality The following will not be the subject of this call: - Investments that have a useful life of less than five years, as well as those that refer to the acquisition of furniture, fixtures and vehicles - The execution of new facilities, except those adjacent to existing ones - The execution of merely decorative or aesthetic elements - Access to the facilities - Staff expenses of the town councils, even when the actions are carried out by personnel from the Administration itself. Those works or actions that are executed or have been executed as of January 1, 2023 will be considered eligible for subsidies. Third.- Amount. The total amount of the subsidies amounts to 350,000.00 euros, recorded in item 61.34201.76201.04A of the Provincial Council's budget for 2023. The amount awarded will not exceed 70% of the budget presented or executed, according to a technical document or report, nor will it exceed 12,000.00 euros. The applications with the highest score will receive, always with a maximum of €12,000.00, a subsidy for 70% of the budget, and the rest of the applications for a proportional percentage, until the credit is exhausted, and no subsidies may be granted for less than 60% of the budget presented. Fourth.- Deadline for submitting applications. From the day following the publication of the Call in the Official Gazette of the Province until October 20, 2023, included. Fifth.- Documentation. The applications will be accompanied by: - ​​Certificate accrediting, issued by the Secretary of the local entity, of the ownership of the building or facility assigned to the public service, expressly indicating that it is a sports facility. - Descriptive report of the action, justifying its need, including a detailed budget, where the units of work to be executed or executed are well defined and valued - Situation and location plans, and a detailed plan of the actions to be carried out - Photographs where the current state of the facility to be repaired can be seen with complete clarity Sixth.- Assessment criteria. On the basis of the principles of transparency and objectivity for the granting of aid, the following criteria will be taken into account, the evaluation of which will be carried out up to a maximum of 50 points: - Necessity and urgency of execution of the work, taking into account the current use or that the facility may have, up to 25 points, evaluating: Greater use of the facility or sports complex, taking into account the time that can be used Improvement in the number of activities or modalities that can be carried out in the complex after the proposed execution Improvement in the quality of the activities carried out after the planned execution - Related measures
