Official description of the call
Extract from RESOLUTION of December 29, 2023 approving, for advance expenditure, the 2024 multi-annual call for aid from LOCAL ACTION GROUPS for the development of the operations provided for in their Participatory Rural Development Strategies (EAFRD, PDR 2014-2020 Principality of Asturias), aimed at non-profit associations. First. Beneficiaries: In general, non-profit associations that are recipients of public funds that must carry out the activity or project that justified their granting or that are in the situation that legitimizes their granting, and that meet the requirements established for each of the measures and submeasures in the governing regulatory bases of this call, will generally be considered as beneficiaries of the aid. In particular, non-profit associations that comply with the provisions of the fifth base of the regulatory bases may be beneficiaries of aid, subject to the admissibility limitations established for the different measures in the corresponding annexes to the call for each Local Action Group. Second. Purpose: The purpose of this call is to regulate the conditions for the concession under a competitive competition regime during the year 2024, of the aid provided for in the Resolution of February 19, 2020 of the Ministry of Rural Development, Agriculture and Fisheries, the consolidated text of the regulatory bases of the aid included in Submeasure M19.2 of the 2014 Rural Development Program is approved. 2020 (BOPA of February 28, 2020). The aforementioned aid is aimed at financing operations carried out by non-profit associations and developed in the field of action, as collaborators of the administration of the Principality of Asturias, of the Local Action Groups. These operations must adapt to the Participatory Local Development Strategies (EDLP), prepared by the Local Action Groups and selected by Resolution of May 5, 2016 of the Ministry of Rural Development and Natural Resources. The measures object of this call are those included in the category of Non-productive Submeasures described in section 1.2 of the fourth base and provided for in the seventh and twelfth bases of the regulatory bases. They are the following: ",, Aid for vocational training and acquisition of skills (Submeasure M01.1). ",, Aid for investments in the creation, improvement or expansion of all types of small-scale infrastructure, including those related to the eradication of substandard housing and slums; investments in renewable energies and energy savings (Submeasure M07.2). ",,Aid for broadband infrastructures, in particular their creation, improvement and expansion, passive broadband infrastructures and the offer of broadband access, and for electronic administration requests (Submeasure M07.3). ",,Aid for investments in the creation, improvement or expansion of local basic services for the rural population, including leisure and culture, and related infrastructures (Submeasure M07.4). ",,Aid for investments for public use in recreational infrastructure, tourist information and small-scale tourist infrastructure (Submeasure M07.5). ",,Aid for investments related to the maintenance, restoration and improvement of the cultural and natural heritage of towns, rural landscapes and sites of high natural value, including related socio-economic aspects, as well as environmental actions such as the eradication of invasive species (Submeasure M07.6). ",,Aid for investments aimed at the relocation of activities and the conversion of buildings or other facilities located within or near rural settlements, in order to improve the quality of life or improve environmental behavior (Submeasure M07.7) Third. Regulatory Bases: The present public aid will be governed by the provisions of the Resolution of February 19, 2020 of the Ministry of Rural Development, Agriculture and Fisheries, The consolidated text of the regulatory bases for the aid included in Submeasure M19.2 of the Rural Development Program 2014-2020 is approved (BOPA of February 28, 2020). Fourth: For the granting of the aforementioned aid, the following budget credits are established, on an estimative basis.
