Official description of the call
First. Beneficiaries. Natural or legal persons under private law, who are SMEs or holders of forest biomass exploitation and located in the Autonomous Community of Cantabria, may obtain the status of beneficiary of the aid that is called, provided that they meet the requirements of article 12 of Law 10/2006, of July 17, on Cantabria Subsidies. The natural or legal persons beneficiaries of the aid that are SMEs, in accordance with the provisions of the Commission Recommendation of May 6, 2003, on the definition of micro, small and medium-sized enterprises, and, in accordance with the provisions of Commission Regulation (EU) No. 702/2014 of June 25, 2014 (OJEU No. L 193, of July 1, 2014), they must meet the following requirements: a) not be subject to a pending recovery order following a previous decision of the European Commission that has declared aid illegal and incompatible with the internal market b) not be companies in crisis in accordance with the definition contained in article 2.14 of the aforementioned Regulation. Second. Object. Call for aid for the extraction of residual forest biomass in the mountains of Cantabria by 2024, under a competitive competition regime. The eligible activity under the Call is the promotion of the use of residual forest biomass. The work will consist of the collection, packaging, extraction and stacking of all remains of silvicultural treatments and forestry exploitation in a place accessible by truck, for subsequent removal from Mount Tercero. Regulatory bases. Order MED/16/2018, of March 9, which establishes the regulatory bases for the extraction of residual forest biomass in the mountains of Cantabria (published in BOC number 57 of March 21, 2018) modified by Order MED/14/2021, of August 2 (published in BOC number 154 of August 11, 2021). Room. Amount. 1. The maximum total amount for the subsidies called is three hundred and three thousand euros (€303,000). The aid will be co-financed by the EAFRD in a percentage of 53% of eligible public expenditure, in accordance with “Regulation (EC) No. 1305/2013 of the European Parliament and of the Council, of December 17”, with the remaining part being co-financed with 14.1% by the Ministry of Agriculture, Fisheries and Food and 32.9% by the Autonomous Community. The financing corresponding to the Autonomous Community will be charged to budget item 05.06.456C.771.03, with a maximum amount of ninety-nine thousand six hundred and eighty-seven euros (€99,687). 2. The maximum amount of aid, expressed as a percentage of the amount of the auxiliary investment, referring to the material execution costs, will be thirty percent (30%). Value Added Tax, when recoverable, is not included in these auxiliary costs. 3. The amount to be received by the applicant, for material execution without including VAT, will be €3.9 per stereo (~350 kg) of waste packaged and extracted to the wood yard. This amount is equivalent to 30% of the estimated standard cost for said works, unless it appears from the application itself that the unit cost of the investment will be lower than that established in the previous section, in which case that lower unit cost will be applied. 4. In no case will the total amount of the subsidy awarded to a beneficiary exceed sixty thousand euros (€60,000). Fifth. Application submission deadline. Applications for aid will be addressed to the Director General of Forestry and Biodiversity, in accordance with the standardized model that appears as Annex I and will be presented within 15 business days from the day following the publication of the extract of the call in the Official Gazette of Cantabria. 2. The application may be submitted to the Registry of the Ministry of Rural Development, Livestock, Fisheries and Food (C/ Albert Einstein, 2, PCTCAN, C.P. 39011 Santander), or in any other registry or place provided for in article 134.8 of Law 5/2018, of November 22, on the Legal Regime of the Government, the Administration and the Institutional Public Sector of the Autonomous Community of Cantabria.
