Official description of the call

Extract from the agreement of the Government Board of 04/26/2024 calling for subsidies to Non-Governmental Organizations for the financing of development cooperation projects, fiscal year 2024. First.-Beneficiaries. Non-Governmental Organizations or Entities that meet the following requirements may apply for this Call: a) Be a private non-profit entity registered as an ONGD in the Registry of Development Cooperation Agents of Castilla y León, as provided in art. 5.1 of Decree 46/2008, of June 26, of the Ministry of the Interior and Justice of the Government of Castilla y León. Registration in said registry must be dated prior to the publication of this call. b) Have a Permanent Headquarters or Delegation in the territorial area of ​​the Province of Burgos, before the publication of this call. A delegation will be understood as one that has hired or volunteer personnel and adequate premises where they can carry out their activities. c) Have their own purposes accredited in their Statutes to carry out aid and cooperation activities with countries with a lower human development index, or aid activities for the most vulnerable groups in geographical areas with serious inequalities within their territory. d) Accredit experience and operational capacity in the field of cooperation, describing the cooperation activities carried out in the last three years. e) Have a local partner or counterpart in the country where the project is going to be developed. It will be accepted that the counterparty may be an International Organization belonging to the United Nations system. f) Not have relationships of dependency, either direct or indirect, with public institutions, whether regional, state or international. g) Not be subject to any of the prohibitions established in sections 2 and 3 of article 13 of Law 38/2003, of November 17, General Subsidies. Second.-Object. The purpose of this Call is to award, on a competitive basis, subsidies aimed at Non-Governmental Organizations for Development Cooperation purposes, hereinafter NGOs, to collaborate in the financing of Development Cooperation Projects that complement or contribute to the development of social projects, aligned with the 2030 Agenda for Sustainable Development and the SDGs, approved by the United Nations in September 2015. This Call is included within the measures to achieve Target 2 of goal 17 – Partnerships to achieve the Goals – of the Sustainable Development Goals (SDGs), that is, ensuring that developed countries fully comply with their commitments in relation to official development assistance, including the commitment of many developed countries to achieve the objective of allocating 0.7% of gross national income to official development assistance for developing countries Third.-Amount. The total budget allocated to this Call will be 175,000 euros, charged to budget application 38.2311.480.02/17.2 of the General Budget for 2024. The amount of aid granted, within the framework of this Call, may reach a maximum of 80% of the cost of the project, without in any case this percentage exceeding the budget limitation established in the Base. Second. The beneficiary NGO will contribute at least 20% of the total cost of the project. The contribution of the beneficiary entity through the necessary human and material resources with which it contributes to the execution of the action to be subsidized may be considered as such. In the event that the set of amounts requested corresponding to the positively evaluated applications exceeds the credit of the budget allocation, an order of priority will be established based on the score obtained in the evaluation and subsidies will be assigned up to that limit. Therefore, the projects that obtain the highest score according to the objective criteria indicated in the Eleventh Base will be subsidized, until the indicated amount is exhausted. Fourth.-Deadline for submission of applications. Applications will be submitted within 20 calendar days, counted from the day following the publication of the extract of the Call in the Official Gazette of the Province.
