WAITED CALL FOR SUBSIDIES THROUGH COMPETITIVE COMPETITION TO INDIVIDUALS FOR THE FINANCING OF RENTAL, INSURANCE AND REAL ESTATE EXPENSES OF PRIVATELY OWNED HOUSING INTENDED FOR RESIDENTIAL RENTAL

Official description of the call

First. - Beneficiaries The natural or legal persons who meet each and every one of the following conditions at the end of the application submission period: - Be of legal age. In the case of legal entities, the legal representative with sufficient power to sign a lease contract on behalf of the legal entity he or she represents. - Show ownership/co-ownership of the home that is the subject of the application, which must be located in municipalities in the province of Palencia with a population of less than 20,000 inhabitants. - Be the holder of a written housing lease contract as a landlord, in the terms provided for in Law 29/1994, of November 4, on Urban Leases, for a period equal to or greater than one year. - That the home to be rented is intended for the habitual and permanent residence of the tenants, and that the rental contract for it has been signed during the year 2024. - That the tenant is not related up to the third degree included by consanguinity or affinity with the landlord, or is a partner or participant in the natural or legal person acting as landlord. - Not be subject to any of the prohibitions to obtain the status of beneficiary of subsidies provided for in art. 13.2 LGS, as applicable. - Be up to date with compliance with your tax and Social Security obligations imposed by current provisions, in the terms in which they are defined in articles 14 LGS and articles 22, 23 and 24 RGS. - Not have overdue tax debts pending payment with the Provincial Council of Palencia. Second. – Objective To meet the housing needs and demands of the population by increasing and improving the provincial public rental housing stock, continuing with the HabitaLO RURAL Housing Program of the Provincial Council of Palencia. Third. – Eligible actions - The cost of the insurance taken out by the owners for the rented homes, which includes the guarantee of payment of the rent and/or damages suffered in the home during its rental. - The cost of expenses derived from managing the rental of the home through a real estate agency. Expenses actually paid between January 1, 2024 and December 15, 2024 will be considered eligible. Expenses for housing intended for tourist rental or other uses with a purpose other than settling the population, nor those that are sublet, will be considered eligible. Taxes will be eligible expenses when the beneficiary of the subsidy actually pays them. In no case are indirect taxes (such as VAT) considered eligible expenses when they are likely to be recovered or compensated by the beneficiaries of the subsidy, nor are personal income taxes. Room. – Amount In accordance with the provisions of art. 23.2 of Law 38/2003, General Subsidies, the total amount of the amount allocated to subsidies amounts to the amount of one hundred thousand euros (€100,000.00) in budget application 34.15202.48901.113, corresponding to the Budget of this Corporation for the year 2024. The allocation of aid will be carried out in the corresponding order of priority. on the date on which the aid application is submitted with all the complete documentation referred to in Base 5 and that complies with all the requirements of this Call, until the available budget is exhausted or until the end of the submission period. In no case will the amount granted be greater than 70% of the expense approved by the Provincial Council of Palencia, with a maximum of €700 per property. Fifth. – Deadline for submitting applications The deadline for submitting applications will be from the day following the publication of the Call in the Official Gazette of the Province until December 15, 2024. Sixth. - All the documentation corresponding to this Call will be available to interested parties at the electronic headquarters of the Provincial Council of Palencia https://sede.diputaciondepalencia.es/siac/ProcedimientosBox.aspx.
