Official description of the call

1. OBJECT. ELIGIBLE ACTIONS AND INSTALLATIONS. 1.- OBJECT The purpose of these bases is to establish the specific rules for the granting, under a competitive competition regime and within the framework of the General Subsidies Ordinance of this Provincial Council, of aid for the promotion and constitution of local energy communities (Citizen Energy Community or Renewable Energy Community), in which municipalities in the province of Cáceres that have a population of up to 5,000 inhabitants participate. 1.2.- ELIGIBLE ACTIONS The following will be considered eligible actions: Carrying out the investment in photovoltaic solar energy installations under collective self-consumption and the storage systems that can be coupled to them. It will include both the technical projects of the facilities and their own execution and start-up. Facilities consisting exclusively of energy management and storage systems will not be eligible for this aid program. Those facilities that, for technical reasons, are not considered viable by the Environment and Ecological Transition service of the Provincial Council of Cáceres will be discarded. Eligible actions must correspond to specific and defined projects that have an established calendar. Likewise, they must comply with the current regulations that apply to them and have the required licenses and administrative authorizations that may be required. Costs of drafting the technical project of the photovoltaic solar installation to be carried out, as well as the costs of the project management and the coordination of health and safety, provided that these services are provided by the same professional or entity responsible for drafting the project. Costs related to management expenses for the registration of the energy community that is established. Included in this section will be the expenses related to the drafting and registration of the legal documents for the constitution of the energy community (statutes, public deeds...etc.). 2.- BUDGET ALLOCATION AND AMOUNT. 2.1.- BUDGET ALLOCATION This call for subsidies is recorded in the General Budget of the Provincial Council of Cáceres, for the financial year 2024, in the following budget application: Budget application 2024 03 1720 76240, endowed with a total amount of FIVE HUNDRED THOUSAND EUROS (500,000.-€). 2.2.- INDIVIDUALIZED AMOUNT OF THE SUBSIDY. The maximum individualized amount of the subsidy will be €68,000 (VAT included) as long as the total budget of the investment project is greater than €80,000 (VAT included), otherwise the provincial aid will be 85% of the total project budget. Thus, the Provincial Council will grant the applicant municipalities whose investment projects are selected as beneficiaries, the maximum aid per investment project, according to the following breakdown: Investment project with a total budget greater than €80,000 (VAT included) Maximum aid: €68,000 (VAT included) per beneficiary and action. Investment project with a total budget equal to or less than €80,000 (VAT included) Maximum aid 85% of the total budget of the investment project. The investment project and its total budget is made up of: Total amount of the photovoltaic solar installation (VAT included). Total amount of expenses related to the drafting and registration of the legal documents for the constitution of the CEL. The maximum amount attributable to the subsidy for this concept will be €1,000 (VAT included), the excess will be assumed by the beneficiary City Council. Total amount of the expense related to the drafting of the project for the photovoltaic solar installation, project management and health and safety coordination of the action to be carried out. The amount attributable to the subsidy will be 7% of the total investment budget, up to a maximum of €5,600 (VAT included), with a minimum of €1,500. (VAT included) The City Council requesting the aid must be responsible for the amount resulting from the difference between 100% of the total budget of the project to be executed and the aid granted by the Provincial Council.
