Official description of the call
1.- OBJECT. SUBSIDIZED ACTIONS. RECIPIENT ENTITIES OBJECT: The purpose of these regulatory rules is to establish the specific premises within the framework of the General Subsidies Ordinance of this Provincial Council to regulate access to the granting of public subsidies through this aid plan, in accordance with the provisions of article 22.2.c) of Law 38/2023, of November 17, General Subsidies, art. 14.2 of the General Subsidies Ordinance and in Base 41 of the Budget Execution for the year 2024, it being foreseen that this subsidy will be carried out on a competitive basis through a closed prior call of the Comprehensive Associations of the province of Cáceres destined for the hiring of Information and Communication Technology Operators, for the year 2025. ELIGIBLE ACTIONS This This call will subsidize the temporary hiring, on a full-time basis in the morning, for a period of no less than six months, nor more than a year, of ICT operators by the comprehensive associations of the province of Cáceres, with the actions detailed in the First Base of these Regulatory Standards being eligible for subsidies. ELIGIBLE EXPENSES The associations will allocate the subsidy to finance the current expenses established in their application, in accordance with the budget structure that incorporates Order EHA 3565/2008, which approves the structure of the Budgets of Local Entities, modified by Order HAP/419/2014 of March 14. The following current expenses will be considered eligible expenses: 1. Personnel expenses, which must include staff salaries as well as the corresponding Social Security contributions. 2. Travel expenses and other miscellaneous expenses related to the purpose of the subsidy, which meet any of the following characteristics: being consumable goods, having a foreseeable duration of less than the financial year, and not being susceptible to inclusion in an inventory. REQUIREMENTS The following requirements must be met by the Commonwealth when hiring ICT operators: a) ICT Operators must be in possession of the minimum qualification corresponding to Second Degree Vocational Training in Computing, Intermediate Training Cycle in Computing or higher computer qualification, equivalent or higher. b) The ICT operator hired by the community will not have, in any case, any relationship, neither legal nor labor, with the Excma. Provincial Council of Cáceres. In the event that the employment contract with the selected ICT operator is terminated before its scheduled end, the community may proceed to select a new worker who meets the requirements established in these bases, until the amount of the subsidy granted has been exhausted. The contracts referred to in these regulations must end before January 1, 2026 and may not last less than 6 months. RECIPIENT ENTITIES The Integral Associations of the province of Cáceres 2.- BUDGET ALLOCATION AND AMOUNT OF BUDGET ALLOCATION: SEVEN HUNDRED AND FIFTY THOUSAND EUROS (€750,000.00) for which the corresponding future RC (RCP) has been issued that will be attributed to the budget application 07.4910.46300 “Call for ICT Operator-Mancomunidades”, although said expense is subject to the existence of adequate and sufficient credit in the Budget for the year 2025. AMOUNT Each community will be able to access the following eligible amounts: a) Aid for hiring a first operator with a total amount of €34,135.38. destined for hiring expenses and other miscellaneous expenses. b) Aid for the hiring of a second operator, financed up to a maximum of 60% (€20,481.22) by the Provincial Council, as this hiring is conditional on the minimum co-financing of 40% by the community, destined for the same expenses as those referred to in section a). c) Each community may opt to hire two operators, who will be subsidized for a maximum amount of €54,616.60, being the result of the sum of sections a) and b) above.
