Official description of the call

First: Regulatory Bases. The regulatory bases for the granting of these subsidies, under a competitive competition regime, are published in BOP No. 80 of April 29, 2025, and in the Electronic Headquarters of the Provincial Council of Seville. Second: Object and purpose. A problem that is evident in the monetary subsidies granted by this Corporation for the realization of investments by the beneficiaries are the subsequent extra costs produced during the execution of the works contracts, due to excess measurements, modification files of the Works Project and/or exceptional price reviews provided for by law, and which involve considerable amounts that exceed the economic capacity of the municipalities receiving the aid. To alleviate this circumstance, this subsidy is processed in order to assume by this Corporation the aforementioned extra costs produced in the Line of Subsidies mentioned in the heading of this Resolution, thus responding to the ultimate purpose with which the aforementioned Call was formulated. Third: Beneficiaries. The status of beneficiary entity will be those municipalities that are beneficiaries, in turn, and have not renounced the Line of subsidies within the Program to Support the Economic and Social Reactivation Strategy, for the execution of water purification plants and infrastructures attached to them, under a competitive competition regime, the works having been executed in their entirety. Likewise, they must have suffered extra costs in the work carried out as a beneficiary of the Subsidy Line mentioned in the previous section, for some of the following reasons: Excess measurements in the terms of Art. 242.4 of Law 9/2017. Approval of contract modifications complying with the requirements established in the Public Sector Contracts Law. Exceptional legally established price revisions. Sixth: Eligible expenses. The extra costs generated in the execution of the works subsidized by the Subsidy Line within the Support Program for the Economic and Social Reactivation Strategy will be eligible for the execution of water purification plants and infrastructures attached to them, due to excess measurements, modification files of the Works Project and/or exceptional price reviews provided for by law. Fourth: Concession procedure. The concession procedure is the non-competitive competition contemplated in art. 13.2 of the General Subsidies Ordinance of the Provincial Council of Seville (BOP no. 104 of 05/09/2023) which establishes the possibility that the subsidies processed by the different functional areas of the Provincial Council can be called and granted with reasons in a non-competitive competition regime, when the nature of the subsidy makes it advisable in accordance with the objective criteria established in the specific bases, without the need for objective assessment criteria are subject to scoring. Sixth: Financing: The call will have a total expected cost of €599,315.42, contributed entirely by the Provincial Council, and contemplated in the following budget application for the year 2025, or the one enabled, if applicable: €3201.45200.76200 €599,315.42 Seventh: Presentation deadline. The Application Submission Period will be ten business days from April 1, 2025, inclusive. In the event that the publication of the extract of the Call in the BOP, through the BDNS, is after April 1, the period of ten business days will be counted from the day following the publication of the aforementioned extract of the call. Fifth: Deadline for carrying out the activity. The period for carrying out the activity will extend from the notification of the resolution to definitively grant the Line of subsidies within the Program to Support the Economic and Social Reactivation Strategy, for the execution of water purification plants and infrastructures attached to them, until the deadline of June 30, 2025, inclusive. Fifth: Amount of subsidies and payment. Once the application submission period has ended, all applications that meet the established requirements will be admitted, paying, if possible, 100% of the budget for the subsidy activity.
