Advance call for subsidies to improve accessibility: installation of elevators and the elimination of architectural barriers in residential buildings of the Arteixo City Council for the year 2025

Official description of the call

1.- Regulatory bases. The call is made under the regulatory bases for subsidies to improve the accessibility of the Arteixo City Council, published in the BOP A Coruña nº 70, of April 10, 2024. 2.- Budget credit. The amount allocated for the year 2025 is €250,000.00 charged to budget application 1522.78000. 3.- Object. The purpose of these subsidies is to support building rehabilitation actions in terms of accessibility and elimination of barriers, in residential buildings in the municipality of Arteixo, and that contemplate the following comprehensive accessibility actions and have the required municipal works license or prior communication (section 2 of the regulatory bases): - First installation of elevators, stairlifts, lifting platforms, ramps or any other accessibility device, including those adapted to the needs of people with disabilities sensory. - Installation of support elements, such as cranes or similar devices, that facilitate access and use by people with disabilities. - Installation of information and warning elements, luminous or audible, that facilitate orientation when using elevators and stairs. - The civil works to go down to “level 0” require the replacement of the elevator. - Any other installation of elements and/or works that serve to bridge the existing difference in level up to the portal and between it and the elevator (steps, steps...) and, in general, contribute to overcoming architectural barriers in stairs and lobbies. 4.- Procedure. The procedure for granting the subsidies provided for in this call will be adjusted to the competitive competition procedure in accordance with the provisions of art. 9. a) and 10 a) of Municipal Ordinance no. 26 of granting municipal subsidies; in the art. 20, 21, 22, 23 and 24 of Law 9/2007, of June 13, on Galician Subsidies, consistent with articles 23, 24, 25 and 26 of Law 38/2003, of November 17, General of subsidies. 5.- Requirements to apply for the subsidy (sections 3 and 4 of the regulatory bases). The following may be beneficiaries of this aid: - communities of owners of collective residential buildings located in the municipality of Arteixo (A Coruña), - owners of single-family homes located in the municipality of Arteixo who carry out any of the eligible actions. The building where the eligible action is intended to be carried out must meet the following requirements: - Be of a residential type and located in the municipality of Arteixo. - Lack of the accessibility devices requested (elevators, stair lifts, ramps or others). - In the case of collective residential buildings, they must consist of at least a ground floor and two floors. - That at least 60% of its surface has residential use, excluding ground floors and mezzanines. - Not having initiated or resolved a case for urban planning infringement. 6.- Competent bodies. The procedure will be instructed by the Department of Economic Promotion of the Arteixo City Council, where an Assessment and Monitoring Commission will be created, which will carry out whatever actions are necessary according to art. 10 a) of Municipal Ordinance no. 26 regulating the granting of municipal subsidies. The competent body to resolve the procedure is the Local Government Board of the town hall, according to art. 127 of Law 7/1985, of April 2, regulating the Bases of Local Réxime and other corresponding legislation. 7.- Application submission deadline. The application period will be one month from the publication of the extract of the call in the Official Gazette of the Province, through the BNDS, according to section 10.2 of the Regulatory Bases, covering actions initiated after January 1, 2024. 8.- Resolution and notification period. Once the concession proposal has been prepared by the Evaluation Commission and supervised by the Municipal Intervention, it will be submitted for approval by the Local Government Board. The concession agreement must be expressly notified to all applicants within 10 days from the date of the resolution (art. 40.2 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, hereinafter LPACAP). 9.- Documentation (section 10.3 of the regulated bases
