Plenary Agreement No. 140/25 of June 27 of the Plenary by which aid is called for the Territorial Cohesion Fund through an Agreement between the Community of Castilla y León and the Provincial Council of Valladolid

Official description of the call

First. Beneficiaries. The Municipalities of the province of Valladolid with a population of less than or equal to 1,000 inhabitants. Second. Object. The purpose of this call is to regulate the granting of aid to municipalities with a population of less than or equal to 1,000 inhabitants in the province of Valladolid, in the amount set out in Annex I of this call, intended for investments in: - Infrastructure and equipment for minimum and mandatory municipal services. - Infrastructure and equipment of other public services of local jurisdiction, with the exceptions contemplated in art. 3 no. 2 of Order PRE/217/2024 of March 13. Investments and actions in public services included in the following areas of competence are excluded (art. 3 no. 2 of Order PRE/217/2024 of March 13): - Social and welfare services, except those provided for in Order PRE/217/2024 of March 13. - Healthcare, especially local doctors' offices. - Education: Early Childhood, Primary and Special Education Centers. - Cemeteries. - Investments in Historical Heritage. - Public Housing. - Local Police. - Tourism: Tourism Offices and tourist infrastructures. - Infrastructures and cultural facilities: Museums, Exhibition Halls and Libraries. - Sports Facilities. Third. Regulatory bases. General Subsidies Ordinance of the Provincial Council of Valladolid (B.O.P. of the Province of Valladolid of March 6, 2006) and is framed within the Strategic Subsidy Plan of the Provincial Council of Valladolid, year 2025, which is included as an annex to the general budget (D.A. First BEP 2023) approved by the Plenary Session initially in the session held on November 29, 2024 and elevated to final BOP No. 2024/249 of 12/30/2024 and whose objective is to finance investments in infrastructure and equipment for municipal services in municipalities with a population of less than or equal to 1,000 inhabitants of the province. Room. Amount. The maximum total amount of aid to be granted from the Cohesion Fund may not exceed 1,032,581.48 euros, an amount equivalent to 75% of the total investment approved, in the amount set out in Annex I of the call. This amount will be co-financed by the Provincial Council of Valladolid, which will contribute 344,194.15 euros from budget application 403,942.02.762.01, and the Regional Government of Castilla y León, which will contribute 688,387.33 euros. Fifth. Application submission deadline. From the day following the publication of this call in the BOP of the province of Valladolid, until October 15, 2025 (inclusive). Sixth. Other information of interest. - Eligible expenses: Eligible expenses are considered those that undoubtedly respond to the nature of the subsidized investments in: - Infrastructure and equipment for minimum and mandatory municipal services. - Infrastructure and equipment of other public services of local jurisdiction, with the exceptions contemplated in art. 3 No. 2 of Order PRE/217/2024 of March 13 - Requests: Requests will be addressed to the Hon. Mr. President of the Provincial Council and will be presented in the General Registry of the Excma. Provincial Council or by any of the means established in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. Preferably they will be presented by electronic means to the Provincial Council of Valladolid through the Registry Interconnection System, along with all the documents related to this call. - Documentation: Applications must be accompanied by: - ​​Certificate from the competent body of the Municipality agreeing to request financial aid and its amount. - Certification proving the existence of budget allocation for the purposes pursued or commitment to allocation, taking into account that Local Entities must contribute at least 25% of the amount included in the Plan. - Ordered and preferential list of investments proposed by the local entity, with expression of the individualized amounts and percentages, as well as the totals. In this list they must indicate the name of the project and the detailed location of the investments. - Responsible declarations, according to the model attached to the call, and which will include the following
