Official description of the call
First: Purpose. Within the scope of competence of the Provincial Council of Seville, the Supramunicipal Public Services Area aims to provide the necessary assistance so that the municipalities of the province can provide, in conditions of homogeneity and efficiency, basic public services to their citizens, from a sustainability perspective, providing the necessary technical and material assistance to the municipalities of the province. Second: Object. During the days of March 27 to 30, 2024, the storm "NELSON" seriously affected the western regions of Andalusia, causing a multitude of damages in its wake due to gusts of wind, storms and accumulated precipitation. The damage caused by the storm has generated large extraordinary expenses to be assumed by the affected City Councils, the purpose of this line being to help municipalities and local entities with up to 10,000 inhabitants to alleviate the damage caused by the aforementioned storm in those municipal infrastructures related to the conservation of infrastructure for the management of the hydraulic cycle, conservation of rural roads, protection of green spaces and furniture intended for waste management. This line of subsidies is contemplated in the Strategic Plan of the Supramunicipal Public Services Area 2024-2027 in its file 5, according to modification of the Strategic Plan of the Area for the year 2024, approved by Resolution of the Presidency of the Provincial Council 4119/2024, of July 8, in order to include five new lines of subsidies related to matters of a different nature, both under a competitive competition regime as non-competitive. In line with the above, and in order to continue along the line of implementing as many measures as are necessary and appropriate to alleviate the effects caused by the aforementioned meteorological phenomenon, and in order to contribute to the achievements established in the aforementioned Strategic Subsidy Plan 2024-2027, cited above, the Supramunicipal Services Area will begin processing this line of subsidies, intended to support municipalities in financing the repair of damages suffered. as a consequence of Storm Nelson, aimed at the conservation of infrastructure for the management of the hydraulic cycle, conservation of rural roads, protection of green spaces and furniture for waste management. Third: Beneficiaries. Municipalities or autonomous local entities with a population of up to 10,000 inhabitants, which prove that they have been affected by the effects of the storm “NELSON” on municipal infrastructure related to the management of the hydraulic cycle, conservation of rural roads, protection of green spaces and furniture intended for waste management, may apply for the subsidy and obtain the status of beneficiary entity. Fourth: Regulatory Bases. The regulatory bases for the granting of these subsidies, under a competitive competition regime, are published in BOP No. 137 of July 18, 2025, and on the Transparency Portal of the Provincial Council of Seville. Fifth: Financing. The financing of eligible expenses amounts to a total of €3,500,000.00, contributed entirely by the Provincial Council of Seville, a credit included in the following budget applications for the 2025 financial year, once the credit has been incorporated from the 2024 financial year, through Resolution 1,571/2025 of March 22, of the Presidency of the Provincial Council: A Municipalities. 3201.94200.7620094. €3,400,000.00 To Local Autonomous Entities. 3201.94200.7680094. €100,000.00 Sixth: Deadline for submitting applications. The deadline for submitting applications will be 10 business days from the day following the publication of the extract of the call, through the BDNS, in the BOP. from Seville. Seventh: Assessment criteria. The establishment of evaluation criteria is not appropriate as it is a subsidy under a non-competitive competition regime. Eighth: Others. It is established that the period for carrying out the subsidized activity will be from April 1, 2024 to June 30, 2026. The justification period will be 3 months from the day following the end of the period for carrying out the activity.
