SUBSIDIES THROUGH COMPETITIVE COMPETITION TO CITY COUNCIL AND COMMUNITIES OF THIS PROVINCE INTENDED FOR THE MAKING OF INVESTMENTS IN INFRASTRUCTURE AND WASTE MANAGEMENT EQUIPMENT OF LOCAL COMPETENCE IN THE PROVINCE OF PALENCIA

Official description of the call

First. - Beneficiaries Town councils with a population of less than 20,000 inhabitants and the Associations with powers in waste collection within the province of Palencia. Second. – Purpose Granting of the following lines of subsidies to City Councils and Associations of municipalities in the province of Palencia to promote and incentivize the necessary investments to improve waste management in the province of Palencia and guarantee compliance with the community and national objectives regarding municipal waste management established in Law 7/2022, of April 8, on waste and contaminated soils for a circular economy. - Line 1: Implementation and/or improvement of separate collection systems for the biowaste fraction. - Line 2: Self-composting and community composting projects. - Line 3: Creation and/or improvement of Clean Points and contribution areas. - Line 4: Waste prevention programs This action is integrated into the Action Plan of the Rural Agenda against the Demographic Challenge of the Palencia Provincial Council, approved by the plenary session of the Provincial Council on August 29, 2022. Strategic Measure 11 “Comprehensive waste management system centralized through the Waste Consortium” and Strategic Measure 12 “Circular Economy Plan in rural areas”. Third. – Eligible actions Eligible actions must refer to projects with investments in infrastructure and equipment related to: LINE 1: Implementation and/or improvement of separate collection systems for the biowaste fraction. - The implementation of separate collection systems for the fraction of biowaste with the minimum percentage of improper waste, moving towards more efficient models such as door-to-door or collection in separate closed or intelligent containers. - The improvement of existing separate collection systems to reduce the presence of improper waste. LINE 2: Self-composting and community composting projects. - The implementation of self-composting and community composting projects, related to biowaste generated in homes in rural environments, those generated in parks and gardens, as well as those produced by large generators, in combination with other biodegradable waste from the agricultural environment. LINE 3: Creation and/or improvement of Clean Points and Contribution Areas. - The improvement of the collection network through the creation and/or improvement of clean points or other, alternative delivery points (contribution areas) that have been agreed by the local entity for their free removal, in accordance with article 12.5.and Art 2.ar) of Law 7/2022, of April 8, on waste and contaminated soils for a circular economy. LINE 4: Waste prevention programs. - Execution of other municipal waste management programs, drafting and execution of circular economy strategies and waste prevention programs. Those works and/or actions that have been executed after June 30, 2023 will be considered eligible for subsidies. Fourth. – Amount In accordance with the provisions of art. 23.2 of Law 38/2003, General Subsidies, the total amount of the amount allocated to subsidies amounts to the amount of one hundred and seventy-five thousand euros (€175,000.00) of the budget of this Corporation for the year 2025, with €75,000.00 being allocated to subsidies requested by the municipalities and €100,000.00 to the subsidies requested by the municipalities. commonwealths. In no case will the amount granted be greater than 80% of the investment budget accepted (to be justified) by the Provincial Council of Palencia, with a maximum of €30,000.00 subsidy per beneficiary. 100% of the amount granted will be released from this annuity as an advance. Fifth. – Deadline for submitting applications The deadline for submitting applications will be two months from the day following the publication of the call in the Official Gazette of the Province.
