Official description of the call

First: Beneficiaries. The applicant entities that meet the following requirements, which must be maintained throughout the entire period of carrying out the subsidized activity, may be beneficiaries of the subsidies subject to these bases: - Non-profit neighborhood associations, with headquarters in the city council of A Coruña and that are registered in the Municipal Registry of Associations of A Coruña (REMAC) on the end date of the application submission period. In addition, beneficiary entities must: - Be up to date with the fulfillment of their tax duties with the State Tax Administration Agency (AEAT), with Social Security and with the City Council of A Coruña. - Not incur the causes of exclusion or prohibition to obtain the status of beneficiary of subsidies referred to in the set of regulations governing this call Second: Purpose The Coruña Municipal Entertainment Institute, with powers for the promotion of the socio-cultural values ​​of the city, carries out this call for public subsidies with the objective of promoting during the year 2026 the organization and celebration of popular festivals, exclusively of a neighborhood nature, commonly called “Neighborhood Festivals”. Third: Regulatory Bases Municipal ordinance of general regulatory bases for the granting of subsidies by the City Council of A Coruña and its public bodies, published in the BOP of A Coruña No. 157, on August 16, 2024. Fourth: Amount The budgetary credit, limit of the total amount of subsidies that can be granted under the call, is established at five hundred thousand (500,000.00). euros, expense attributable to budget application 338/482.00 of the IMCE budget for 2026. The maximum amount of the subsidy awarded for each project is twenty thousand (20,000.00) euros. Fifth. Application submission deadline Subsidy applications will be submitted within 15 calendar days from the day following the publication of the extract of this call in the Official Gazette of the Province. Applications submitted after the deadline will not be taken into account to resolve the call. Applications will be submitted, preferably, by electronic means, through the electronic headquarters of the A Coruña City Council, directing the application to the IMCE. Exceptionally, applications may be submitted in person at the IMCE registry, located at Avda. de la Marina number 18, 15003 A Coruña. Sixth. Other information The IMCE, as well as the City Council of A Coruña, will make available to the Neighborhood Associations the means at their disposal for the proper development of the festival, without this being considered part of the expenses and income subject to the subsidy. Tables, hips, fences, platforms, etc. may be assigned, as long as there is availability. The beneficiary entity will be responsible for transporting these materials from municipal offices, with possible transportation costs being an eligible expense. The IMCE will be in charge of the supply and cost of the chemical toilets that are considered necessary for the celebration of the festivities. The City Council of A Coruña will provide the service of street cleaning and placement and removal of garbage collectors, as well as the Local Police and Civil Protection service, if deemed necessary by the Citizen Security area. Each case will be analyzed separately, upon request from the neighborhood entity. Maximum amount of the subsidy The maximum amount of the subsidy awarded for each project presented will be twenty thousand (20,000.00) euros. Each neighborhood association may submit a maximum of two (2) applications, which must be duly differentiated parties and must be of sufficient magnitude to be considered a neighborhood party. Depending on the number of applications submitted together and the total credit available, the economic distribution of the credit will be made based on the assessment criteria provided for in these bases and the final amount of the subsidy awarded to each project will be established.
