Resolution of June 12, 2023 of the Minister of Agriculture, Rural Development, Climate Emergency and Ecological Transition, which calls for aid for investments in biosafety in nurseries undertaken by certain material producers

Official description of the call

In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, general on subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database: http://www.pap.minhap.gob.es/bdnstrans/index First. Beneficiaries Natural or legal persons or entities without legal personality may be beneficiaries of this subsidy, who meet the following requirements: a) Be a professional operator registered as a producer, under public or private law, in the Registry of Professional Vegetable Operators (ROPVEG) and, therefore, be authorized by the General Directorate of Agriculture, Livestock and Fisheries. b) Be a producer of MVR susceptible to, among others, the following quarantine pests that are transmitted by insect vectors: 1. Xylella Fastidiosa 2. Bursaphelenchus xilophilus. 3. HLB or citrus greening. 4. Golden Flavescence c) Be a producer of MVR, from one or more of the following production places: 1. Initial category fruit and vine mother plant fields and base category citrus mother plant fields. 2. Fields of mother plants of fruit trees and vines of base categories (except citrus), certified, CAC (Conformitatas Agraria Communitatis) and standard. 3. Nurseries for fruit and vine seedlings of the certified, CAC and standard categories. 4. Fields of reproductive material for aromatic and ornamental species. 5. Fields of mother plants for the production of forest reproductive material. 6. Forest nurseries. 7. Seed production fields of horticultural species of prebase, base and standard categories. 8. Fields of vegetable multiplication material. Those beneficiaries whose facilities are located within the demarcated areas of priority pests will be considered priority ones according to Commission Delegated Regulation (EU) 2019/1702 of 1 August 2019, which completes Regulation (EU) 2016/2031 of the European Parliament and of the Council establishing a list of priority pests Second. Purpose Subsidies are being called for the year 2023 to finance investments aimed at producers of certain plant reproductive materials (MVR) who invest in installation of protection in nurseries against insect vectors of certain quarantine pests or in thermotherapy treatment equipment in vine nurseries. These aid are part of Component 3 (Environmental and Digital Transformation of the Agri-Food and Fisheries System) of the Recovery, Transformation and Resilience Plan of the Spanish Economy, corresponding to Investment 3 (Plan to Promote the sustainability and competitiveness of agriculture and livestock (II): Reinforcement of training and biosafety systems in nurseries and cleaning and disinfection centers). Third. Regulatory bases Royal Decree 949/2021, of November 2, which establishes the regulatory bases for the granting of subsidies for investments in biosafety for the improvement or construction of cleaning and disinfection centers for livestock road transport vehicles, as well as for investments in biosafety in nurseries, undertaken by certain producers of plant reproductive materials, within the framework of the Recovery, Transformation and Resilience Plan, published in the BOE number 236 of November 3, 2021 Fourth. Amount The aid established in this resolution will be considered a subsidy 1.-The amount of the subsidy will be granted based on the investment made, with the maximum eligible investment being 120,000 euros for each installation. This amount may vary between 40 and 70% of the amount requested for the investment depending on the number of beneficiaries and available budget. 2. The maximum amount of concession per investment to be subsidized will be 84,000 euros. Fifth. Financing of aid 1.
